Results of the meeting of the Attestation Commission of the Magistrates of the Republic of Tatarstan

On March 12th and 14th, 2019, the meetings of the Attestation Commission on the administration of a proficiency exam of 3 public servants and an attestation of 27 public servants of the Offices of Magistrates of the Republic of Tatarstan of the Republic of Tatarstan were held at the Ministry of Justice of the Republic of Tatarstan.

The proficiency exam is conducted to assess the knowledge, skills and abilities (professional level) of a civil servant, following which the Commission decides to take an examination and award a class rank of the civil service, or that a civil servant has not passed the proficiency exam.

3 public servants passed the proficiency exam and are recommended to be awarded by a class rank of the civil service, in accordance replacement posts, by the decision of the Commission.

Certification of civil servants is designed to identify a professional capacity, the degree of willingness and levels of the ability to perform functional duties of a civil servant. In practical terms, primary objective of attestation is to determine whether a civil servant corresponds to his post.

According to the results of a voting, 18 attested were recognized as corresponding to the replacement post of the state civil service, 7 attested - to the corresponding to the replacement post of the state civil service and recommended to be included in the personnel reserve for filling the vacant civil service position in the order of official growth, 2 attested were recognized as not corresponding to the replacement post of the state civil service by the decision of the Commission.

A veteran of the civil service of the Republic of Tatarstan Ganchurin V.P., professor of department of Constitutional and Administrative Law of the Kazan (Privolzhsky) Federal University Gataullin A.G., a member of the Apparatus of Regional Branch of the All-Russian Public Organization «Association of lawyers of Russia» of the Tatarstan Vafin M.K. participated in the meeting of the commission as independent experts.
