Born on April 8th in 1961, in the village of Nizhnie Tarkhany of the Tetyushsky district of the Tatar ASSR.

Higher Education. In 1990, was graduated the High Correspondence Law School of the USSR Ministry of Internal Affairs (specialty – Jurisprudence).
