Rustem Zagidullin held a meeting of the Anti-Corruption Commission

Today a meeting of the Commission under the Minister of Justice of the Republic of Tatarstan on combating corruption was held. The meeting was held with the participation of Almaz Sagitzyanov, prosecutor of the Department for supervision over the implementation of legislation on combating corruption of the Prosecutor's Office of the Republic of Tatarstan.

The Commission considered the issue of execution in 2023 of the Ministry's program on implementation of anti-corruption policy for 2015-2025.

During the meeting it was noted that according to the analysis of the practice of prosecutor's supervision corruption continues to be a destabilizing factor, and counteraction to this phenomenon is one of the priority tasks of the state policy and the most important direction of the republic's activity.

In order to improve anti-corruption work, the Presidential Decree of the Russian Federation approved the National Anti-Corruption Plan for 2021-2024. In accordance with this plan, the Cabinet of Ministers of the Republic of Tatarstan amended the state program "Implementation of anti-corruption policy of the Republic of Tatarstan for 2015 - 2025". The Program includes 121 measures and 10 tasks, which are aimed at the prevention of corruption offenses. There are 50 indicators to assess the performance of the Program.

Diana Sitchanova, responsible for work on prevention of corruption and other offenses in the Ministry of Justice, noted that one of the main tasks of the Ministry is to conduct anti-corruption expertise of normative legal acts. On an ongoing basis, advisory and legal support is provided to local self-government bodies on the issues of conducting anti-corruption expertise of municipal normative legal acts and their drafts. In the first nine months of 2023, 19,189 drafts of municipal normative legal acts were subjected to anti-corruption expertise, 31 of which revealed corruption factors that have been eliminated.

In addition, the work carried out in the republic had a positive impact on the efficiency of implementation of certain state programs, including capital and current repairs of the buildings of justices of the peace of the Republic of Tatarstan with the purchase of equipment.

Lenar Gayniev, Head of the Department for ensuring the activity of justices of the peace, speaking with a report, said that the implementation of measures of the subprogram "Development of Justice in the Republic of Tatarstan" allows to consistently and comprehensively solve the problems of creating modern and comfortable conditions for the administration of justice by justices of the peace and for citizens who apply to the courts for protection of their rights.

In 2023, RUB 6.2 million were allocated to carry out current repairs in the buildings and premises of judicial precincts of justices of the peace in the amount of RUB 6.2 million. At the expense of these funds general construction repair works were carried out in 7 buildings of judicial precincts of justices of the peace. "In the course of repair the doors were replaced, electrical and internal general construction works were carried out, as well as the entrance group was organized", - explained the reporter.

Prosecutor's Office bodies in the course of supervision over the implementation of legislation on combating corruption annually in the republic reveals more than 1000 corruption crimes. According to Almaz Sagitzyanov, corruption offenses are committed in areas that are most exposed to corruption risks, i.e. where the rights of citizens are affected. First of all, these are education, health care, public procurement, housing, utilities and agriculture.

More than 200 persons have been brought to criminal liability for committing corruption crimes, among them 24 employees of law enforcement agencies, 8 - officials of state authorities and local self-government authorities, 18 - state municipal institutions, including commercial organizations.

Also within the framework of the meeting the results of the industry survey on the state of corruption in the Ministry of Justice of the Republic of Tatarstan were announced. Compared to last year, the number of respondents who know where to find the helpline has increased, 16% of respondents answered that they know the helpline.
