Rustem Zagidullin: "The institute of anti-corruption expertise is aimed at ensuring the legal purity of normative legal acts and guaranteeing the realization of citizens' rights"
Today, the State Council of the Republic of Tatarstan held a press conference "On anti-corruption expertise of draft laws of the Republic of Tatarstan". Rustem Zagidullin, Minister of Justice of the Republic of Tatarstan, answered the journalists' questions.
"In Tatarstan the system of anti-corruption expertise has been formed, it is multi-level. There are especially many steps in the sphere of legislative activity," Rustem Zagidullin began his speech. A draft law developed by any ministry or agency is examined by the Ministry of Justice and, in accordance with the regulations of the Government, is sent for consideration to the Interdepartmental Coordination Committee on Legal Issues and its Expert Council," he added.
Summarizing the results of the activities of the Ministry of Justice of the Republic of Tatarstan on anti-corruption expertise, Rustem Ildusovich said that as of December 1, 2023, the Ministry conducted anti-corruption expertise of 2,830 draft normative legal acts of the Republic of Tatarstan, including 163 draft laws of the Republic of Tatarstan. In 11 drafts 12 corruptive factors were identified.
The Ministry also summarizes the statistics of anti-corruption expertise of acts and their drafts conducted by the republican executive authorities.
According to the Minister, in the first 9 months of 2023 the republican executive authorities conducted anti-corruption expertise of 1906 projects and 330 normative legal acts. Corruptionogenic factors for 9 months of 2023 were identified in 5 projects.
Since 2018, the Ministry of Justice of the RT has been running an internship platform for conducting anti-corruption expertise of normative legal acts and development of projects. This year, 24 employees, 8 of whom are representatives of the republican executive authorities and 16 specialists of local self-government bodies, underwent internship.
"In general, the institution of anti-corruption expertise is aimed at creating a consistent regulatory legal framework to improve the quality of life of the population", - summarized the Minister.
