New legislation in the sphere of local self-government

On January 7th, 2020, Law of the Republic of Tatarstan on December 25th, 2019, Number 106-ЗРТ «Forbidding for sales of non-tobacco nicotine production, electronic systems of nicotine delivering and on changes into separate legislation of the Republic of Tatarstan” came into force.

Law Number 106-ЗРТ forbid sales of non-tobacco nicotine production, electronic systems of nicotine delivering to juveniles and theirs involvement into consumption of this production, concept of non-tobacco nicotine production and electronic systems of nicotine delivering are determined.

Law Number 106-ЗРТ made changes into Code of the Republic of Tatarstan on administrative responsibility, added Article 2.16 on administrative responsibility for violation of forbid sales of non-tobacco nicotine production, electronic systems of nicotine delivering to juveniles and theirs involvement into consumption of this production. This violation brings administrative fine on citizens at the rate of 3 to 5 thousands rubles; on officials – 30-50 thousands rubles; on entities – 100-150 thousands rubles.

There are changes into the Article 1 of the Law pf the Republic of Tatarstan on July 30th, 2010, Number 60-ЗРТ «On empowerment of local self-government bodies in the Republic of Tatarstan with state powers of the Republic of Tatarstan on determination of the list of officials authorized to draw up the reports on administrative offenses”: local self-government bodies are authorized by government powers on determining of officials authorized to draw up the reports on administrative offenses envisaged in the Article 2.16 of the Code of the Republic of Tatarstan on administrative offenses.

Protocols on administrative offices are made by officials of local self-government bodies of city districts and municipal districts, such cases are examined by judges of peace.

Law Number 106-ЗРТ needs changes into municipal legislation which give the right to officials of local self-government bodies to make protocols on administrative offenses.
