8th meeting of the State Council of the 6th convening was held
On 12tha March, 2020, minister of Justice Rustem Zagidullin took part in the meeting of the State Council of the 6th convening
Within the meeting Rustem Zagidullin represented to parliamentarians a draft law of the Republic of Tatarstan “On changes into the Law of the Republic of Tatarstan “On establishment of trial precincts and positions of judges of the peace in the Republic of Tatarstan” and Law of the Republic of Tatarstan “On boarders of the trial precincts of the Magistrates of the Republic of Tatarstan in the trial districts in Kazan, Republic of Tatarstan”.
In connection with the adoption of the Federal Law Number 552-ФЗ «On changes into the Article 1 of the Federal Law “On the general amount of judges of the peace and trial precincts in subjects of the Russian Federation” of 27th December, 2019, increases the amount of judges of the peace from 188 to 190.
Taking into account the increasing of the population two new trial precincts of justice of peace are establishing in the Soviet district of Kazan. Amount of the district population accounts for more than 320 thousands people, 12 judges of the peace administer justice in the district.
According to the Federal Law of 17th December, 1998, Number 188-ФЗ «On judges of the peace in the Russian Federation” trial precincts are establishing based on the amount of population on the district from 15 to 23 thousands of people. Today one trial precinct accounts for more than 26 thousands of people that exceeds the criterion.
The draft law provides for changes into two Republican Laws:
Article 1 changes the Law “On establishment of trial precincts and positions of judges of the peace in the Republic of Tatarstan” and increases the amount of judges of the peace in the Republic from 188 to 190.
Article 2 changes the Law “On boarders of the trial precincts of the Magistrates of the Republic of Tatarstan in the trial districts in Kazan, Republic of Tatarstan”, corrects the description of trial precincts boarders in the Soviet district of Kazan. Article 2 came into force from the 1st July, 2020, in connection with the necessity of procedures of appointment of judges of peace and forming of the Office of the Magistrates.
