New legislation on local self-government

On 5th of May, 2020, enters into force Federal Law of 24th of April, 2020, Number 148-ФЗ «On changes into separate legislations of Russian Federation”.

This Law changes Federal Laws of 8th of May, 1994, Number 3-ФЗ «On status of member of the Federation Council and status of deputy of the State Duma of the Federal Assembly of the Russian Federation”, of 6th of October, 1999, Number 184-ФЗ «On general principles of organization of legislative (representative) and executive bodies of state power of subjects of the Russian Federation”, of 6th of October, 2003, Number 131-ФЗ «On general principles of organization of local self-government in the Russian Federation”. 

Part 5 of Article 40 of the Federal Law of 6th of October, 2003, Number 131-ФЗ «On general principles of organization of local self-government in the Russian Federation” was supplemented by provision according to which deputy of the representative body of the municipal entity who exercises authorities on a part-time basis, guaranteed remains place of basic job on the period which constitutes at least two and no more six working days per month. Particular duration of this period is established by Statute of the municipal entity according to the Law of the subject of the Russian Federation.

After the adoption of Law of the Republic of Tatarstan which establishes the duration of period of remained by deputy of the place of basic job, Statutes of municipal entities will be amended.
