In may 1923, the first issue of the journal "Bulletin of Soviet justice", issued by the people's Commissariat of justice of the TASSR, was published. The magazine covered the work of the judicial authorities, contained theoretical explanations, a judicial chronicle and an official part, in which various decrees, orders, circulars and orders were published.

As stated in the appeal of the editorial board to readers, the main task of the magazine at that time was to help judicial officers in the field. The assistance was to providepractical materials and comprehensive information on Soviet law and current legislation. It was expected that the magazine would become a kind of desktop book for every court employee of that time.

The responsible editor of the magazine was people's Commissar of justice BagautdinovGimazBogautdinovich, who headed the people's Commissar of Justice from 1921 to 1926. Being a man of industrious and versatile GimasBagautdinovich was active in the press, was the editor of the Republican technical leaflets "Technique to the masses", spoke with a number of practical recommendations on improvement of personnel training for national economy of the country. So the first issue of the journal "Bulletin of Soviet justice" contained an article "Present and immediate tasks of Soviet justice", the author of which was himself GimazBogautdinov.
