New legislation on local self-government

On January 1, 2021, the Law of the Republic of Tatarstan No. 68-ZRT of November 13, 2020 "On amendments to article 9 of the Law of the Republic of Tatarstan "On targeted social support of the population in the Republic of Tatarstan"comes into force.

The law defines categories of citizens from among the recipients of social support measures, to whom support is provided only if they do not have debts on taxes, fees and other mandatory payments to the budgets of the budget system of the Russian Federation. These categories include:

- persons who worked in the rear during the period from June 22, 1941 to may 9, 1945 for at least six months, excluding the period of work in the temporarily occupied territories of the USSR; persons awarded orders or medals of the USSR for selfless work during the great Patriotic war;

- veterans of labor;

- rehabilitated citizens;

- citizens recognized as victims of political repression;

- citizens with children under the age of 18;

- persons awarded with state awards of the Republic of Tatarstan established by the Law of the Republic of Tatarstan "On state awards of the Republic of Tatarstan»;

- persons suffering from chronic renal failure, cancer;

- living alone unemployed owners of residential premises who have attained the age of seventy years and older, as well as owners of residential premises who have attained the age of seventy years and older living in family composition, consisting only of cohabiting unemployed persons of retirement age, aged 60 and 55 years (accordingly men and women), and (or) unemployed persons with disabilities and (or) II groups.

If, within 90 days from the date of applying for social support measures, a citizen liquidates the debt on taxes, fees and mandatory payments, the provision of social support measures will be carried out from the date of applying for such an appointment.
