New legislation on local self-government
On January 1, 2021, the Federal Law of December 29, 2020 entered into force
No. 464-FZ "On Amendments to certain Legislative Acts of the Russian Federation in terms of providing assistance to persons who are in a state of alcoholic, narcotic or other toxic intoxication".
In article 14.1, 15.1, 16.1 the Federal law of 6 October 2003 No. 131-FZ "On General principles of organization of local self-government in the Russian Federation" as amended, supplementing the list of rights of local governments settlement, municipal district, urban district on the issues, not related to issues of local importance, the right to implement measures to assist persons in a state of alcoholic, narcotic or other intoxication.
The adoption of Law No. 464-FZ will require corresponding changes in the statutes of urban, rural settlement, municipal district, urban district in supplementing the list of rights issues, not related to issues of local importance and powers of local authorities in the implementation of activities for the provision of assistance to persons in a state of alcoholic, narcotic or other intoxication.
