Changes in the legislation of local self-government

On April 8, 2021, the Law of the Republic of Tatarstan No. 18-ZRT of April 08, 2021 "On Amendments to the Law of the Republic of Tatarstan "On Local Self-Government in the Republic of Tatarstan" came into force. Some of its provisions will come into force on June 7 and 29, 2021.

From June 7, 2021, the head of the municipality is obliged to publish (publish) the registered charter of the municipality, the municipal legal act on amendments and additions to the charter of the municipality within 7 days from the date of receipt from the Department of the Ministry of Justice of the Russian Federation for the Republic of Tatarstan of the notification on the inclusion of information about the charter, the municipal legal act on amendments to the charter in the state register of charters of municipalities of the Republic of Tatarstan.

Since April 8, 2021, local self-government bodies of a municipal district, city district, urban and rural settlement have been granted the right to carry out measures to provide assistance to persons who are in a state of alcoholic, narcotic or other toxic intoxication.

Since June 29, 2021, the issues of local significance of the urban settlement (and the urban district) include making decisions and carrying out measures on the territory of the settlement (or the urban district, respectively) to identify the rights holders of previously registered real estate objects, sending information about the rights holders of these real estate objects for entry into the Unified State Register of Real Estate.

In addition, as part of the budgets of not only urban and rural settlements, but now also urban districts, estimates of income and expenses of individual localities and other territories that are not municipalities can be provided (entered into force on April 8, 2021).

The adoption of Law No. 18-ZRT will require making appropriate changes to the charters of municipalities and municipal normative legal acts regulating the formation of the local budget.
