On November 12, 2022, the Law of the Republic of Tatarstan
No. 80-ZRT of November 2, 2022 "On Amendments to Certain Legislative Acts of the Republic of Tatarstan regarding the Establishment of restrictions on the sale of certain goods to minors" comes into force.
Amendments were made to the Law of the Republic of Tatarstan No. 71-ZRT dated October 14, 2010 "On measures to prevent harm to the health of children, their physical, intellectual, mental, spiritual and moral development in the Republic of Tatarstan". The amended amendments prohibit the retail sale of non-alcoholic tonic drinks to minors. It is prohibited to involve minors in the consumption of non-alcoholic tonic drinks by buying for them or giving them such drinks, offers or demands to use them. Retail sale of goods for personal and household needs of citizens containing liquefied petroleum gas to minors is not allowed. It is prohibited to involve minors in consumption by inhaling liquefied petroleum gas by offering or demanding to use it.
The relevant definitions have been established: non-alcoholic tonic drinks are drinks that meet the requirements established by the National Standard of the Russian Federation GOST R 52844-2007.
By Law No. 80-ZRT, the Code of the Republic of Tatarstan on Administrative Offenses is supplemented by articles 2.19 ("Prohibition on the sale of non-alcoholic tonic drinks to minors, as well as involvement in consumption") and 2.20 (restriction on the sale to children of "goods for personal and household needs of citizens containing liquefied petroleum gas"). Citizens for violating these prohibitions will face a fine of 3 thousand to 5 thousand rubles, officials — from 30 thousand to 50 thousand rubles, legal entities — from 100 thousand to 150 thousand rubles.
