Meeting of the board of the Ministry of Justice of the Republic of Tatarstan "On the rule-making activities of the republican authorities"

Legal services of republican authorities of executive power should pay more attention to the issues of legislation monitoring and development of draft normative legal acts. The statement was made today by the First deputy minister of Justice of the Republic of Tatarstan Ainur Galimov at the session of the board of the Ministry of Justice of the Republic of Tatarstan.

 

The session is dedicated to the results of rule-making activity of the republican authorities of the executive power, coordination and improvement of which are the priority directions of activity of the Ministry of Justice.

 

The collegium session was attended by Larisa Glukhova, head of the State legal department of the Republic of Tatarstan; Marat Dolgov, head of the legal department of the Apparatus of the Cabinet of Ministers of the Republic of Tatarstan; Rustem Kadyrov, head of the administrative and law enforcement department of the Apparatus of the Cabinet of Ministers of the Republic of Tatarstan; and heads of legal services of the Republican executive authorities, members of the collegium and heads of structural departments of the Ministry.

 

In the report of the first deputy minister of justice it was also noted that the plan of legislative activity of the Cabinet of the Republic of Tatarstan in 2023 includes 10 bills. Out of them 5 bills have already been introduced to the State Council in the first quarter, 1 bill was introduced to the Parliament of the Republic this month. Another 4 bills are to be submitted to the State Council in the II and III quarters of the current year.

 

"Planned bills must be submitted by the developers to the Ministry of Justice in advance - preferably not later than a month before submitting them to the Government of the Republic," Ainur Galimov reminded the audience.

 

Talking about state registration of acts of republican executive bodies the First deputy minister said: "State registration of acts in the Republic of Tatarstan has been performed by the Ministry of Justice for over 30 years, since September 1, 1992. During this period they accumulated significant experience which they are willing to share with their colleagues from other regions where state registration is a new institution for most of them".

 

This institution is aimed at ensuring compliance of acts with the legislation, and the main task of the Ministry as the authorized body for state registration of normative legal acts is to ensure their legal purity. As of today, state registration has been carried out with respect to about 11,000 acts of the republican authorities of executive power.

Larisa Glukhova, head of the State legal department of the Rais of the Republic of Tatarstan in her speech outlined some problematic issues arising during preparation of draft legal acts submitted to the Rais of the Republic of Tatarstan.

 

Head of the legal department of the Office of the Cabinet of Ministers of the Republic of Tatarstan Marat Dolgov made a report on the shortcomings in the work of the republican bodies of executive power in the sphere of norm-creating activity.

 

Alsu Safina, a prosecutor of the department #1 for supervision of legality of the normative legal acts of the Department on supervision of execution of the federal legislation of the Prosecutor's Office of the Republic of Tatarstan, reported on the supervision of the legality of the regional rulemaking.

 

Summarizing the speeches of the participants of the meeting Minister of Justice of the Republic of Tatarstan Rustem Zagidullin noted the need to improve the quality of developed draft regulations and materials for them. Besides, Rustem Zagidullin pointed out that republican authorities of executive power permanently monitor changes in the legislation and timely update the republican legislation.

 

The meeting traditionally ended with the presentation of awards.
