«All regulations can be opened free of charge and at any time - from the federal law to the decisions of the Village Council»: Mukharryam Ibyatov, Deputy Minister of Justice of the Republic of Tatarstan

Deputy Minister of Justice of Tatarstan Mukharryam Ibyatov told on the air of GTRK Tatarstan radio about how municipal legal acts are adopted, how important it is for ordinary residents and how the population can influence decision-making.

There are 956 municipalities in the republic – 43 municipal districts, 2 urban districts: Kazan and Naberezhnye Chelny, 39 urban settlements. More than 33 thousand regulatory legal acts are adopted annually at the municipal level.

«For any issues of vital activity, we turn to documents, whether it is our rights, obligations, or responsibility for certain actions. Today, Tatarstan citizens are interested in acts on obtaining benefits and support measures, taxation, landscaping, and land use rules. For example, in 2023, more than 1,700 acts were adopted to support the participants of the Special military operation», the deputy minister said during the broadcast.

According to Muharryam Mansurovich, Tatarstan is taking all necessary measures to familiarize itself with regulatory legal acts. Acts of local governments can be found on the official websites of municipalities, on the Official portal of legal information of the Republic of Tatarstan (pravo.tatarstan.ru ), as well as on the portal of the Ministry of Justice of the Russian Federation (pravo.minjust.ru ).

The Deputy Minister recalled that the main difference between normative legal acts and other acts is the establishment of rules of conduct. Failure to comply with them, including municipal legal acts, entails liability provided for by administrative legislation.

For example, for violation of municipal rules for landscaping, waste management rules for individuals, liability is provided in the form of a warning or imposition of an administrative fine in the amount of 2 to 3.5 thousand rubles. For legal entities, the fine can reach up to 500 thousand rubles.
