New legislation
On March 23, 2024, Federal Law № 54-FZ «On Amendments to Article 79 of the Federal Law «On General Principles of Organization of Local Self-Government in the Russian Federation» and Article 281 of the Federal Law «On Municipal Service in the Russian Federation» was adopted.
The requirements for citizens wishing to participate in the competition for the conclusion of a contract on targeted training with the obligation of subsequent municipal service have been clarified.
Such a right is granted to citizens who speak the state language of the Russian Federation, receive professional education at the appropriate level for the first time and have no obligations under an apprenticeship or other contract entailing the emergence of an employment relationship after graduation.
In addition, it is determined that in cities of federal significance, the establishment and modification of the boundaries of inner-city municipalities, their transformation are carried out by the laws of cities of federal significance, taking into account the opinion of the population of the corresponding inner-city territories, expressed in accordance with the procedure provided for by the laws of the subjects of the Russian Federation - cities of federal significance.
The federal law comes into force on April 3, 2024.
