New legislation
On April 29, 2024, a number of laws of the Republic of Tatarstan were adopted:
1. № 25-ZRT «On Amendments to Article 2 of the Law of the Republic of Tatarstan «On the implementation of State policy in the field of employment promotion».
According to the amendments, the state authorities of the Republic of Tatarstan exercise the authority of the Russian Federation in the field of employment promotion to make social payments to unemployed citizens and other categories of citizens in the form of:
- unemployment benefits;
- a pension awarded to an unemployed citizen on the proposal of a state employment service institution for the period up to the age of entitlement to an old-age insurance pension, including one appointed ahead of schedule;
- monthly supplement for orphans, children left without parental care, persons from among orphans and children left without parental care.
Law № 25-ZRT enters into force on May 9, 2024 and applies to legal relations that have arisen since January 1, 2024.
2. № 26-ZRT «On Amendments to Article 341 of the Code of the Republic of Tatarstan on Municipal Service».
The requirements for citizens wishing to participate in the competition for the conclusion of a contract on targeted training with the obligation of subsequent municipal service have been clarified.
It has been established that citizens who speak the state language of the Russian Federation, receive professional education of the appropriate level for the first time and have no obligations under a student or other contract entailing the emergence of an employment relationship after graduation have the right to participate in the competition for the conclusion of a contract on targeted training.
Law № 26-ZRT entered into force on April 29, 2024.
3. Law of the Republic of Tatarstan № 27-ZRT «On the specifics of legal regulation of relations in the field of social support for persons participating in a special military operation and their family members».
It is established that the measures of social support provided for in the first paragraph of paragraph 1 of Article 9 of the Law of the Republic of Tatarstan dated December 8, 2004 № 63-ZRT «On targeted social support of the population in the Republic of Tatarstan» do not apply:
1) for persons called up for military service upon mobilization into the Armed Forces of the Russian Federation;
2) for persons participating in a special military operation from among military personnel, persons who have signed a contract to stay in a volunteer formation, persons serving in the troops of the National Guard of the Russian Federation;
3) parents, spouses, minor children of the persons referred to in paragraphs 1 and 2 of this Article.
Law № 27-ZRT comes into force on May 9, 2024 and is valid until December 31, 2024 inclusive.
