A free legal assistance event was held in Kazan to mark the International Day of older persons. The citizen reception was organized by the Ministry of Justice of the Republic of Tatarstan, with representatives from various government agencies participating.
One of the most unusual cases of the day was the story of a Kazan resident who sought legal advice with an interesting question. The man said he had found a large sum of money—190 000 rubles—near a bank. Bank employees confirmed that the money belonged neither to the bank nor to its clients. Demonstrating civic responsibility, the man had turned the find over to the police, but now inquired about his rights to the money.
«In this situation, the law regulates the procedure. According to article 228 of the Civil codex of the Russian Federation, if the owner of the money does not come forward and prove ownership of the money within six months of the police receiving the police report, the entire amount may become the property of the citizen who found it, - explained the consulting lawyer. To do this, the finder must, after the six-month period has expired, contact the police with a report requesting the return of the find and provide proof of surrender», - explained Aidar Shigabutdinov.
A total of 44 citizens sought legal assistance that day, asking 59 questions. Consultations were conducted by lawyers from the State Legal Bureau of Tatarstan, attorneys, notaries, representatives of territorial bodies of federal and republican executive bodies, and the prosecutor's office.
Among other inquiries was a question about the procedure for collecting legal costs from a relative. Yulia Zakharova, a representative of the Main Directorate of the Federal Bailiff Service, explained: «It is necessary to wait for the court decision to enter into legal force and then file a writ of execution with the bailiff service at the debtor's place of registration if the debt has not been repaid voluntarily. Documents can be submitted in person, through a representative with a power of attorney, or through the court that issued the decision». She also reminded the bailiffs of their working hours: Tuesday from 9:00 to 13:00 and Thursday from 13:00 to 18:00, with prior appointments available through the State Services portal.

We strive to make legal assistance as accessible as possible for all categories of citizens, - emphasized First Deputy Minister Ilya Gomzik. The consolidated consultation format, where representatives from various legal agencies work in a single location, allows Tatarstan residents to quickly receive comprehensive legal advice, saving the time and effort that would otherwise be spent visiting multiple agencies», - he added.
