The President of the Russian Federation signed a law on the organization of control and supervisory activities in relation to local government bodies
Federal Law № 85-FZ was published on the Official Internet Portal (www.pravo.gov.ru) on April 9, 2026.
The law enshrines the transition to a risk-based approach and the priority of preventive measures in the oversight of local governments, introduces a mechanism for pre-trial appeals of regulatory body decisions, and allows for official extensions of compliance deadlines. Furthermore, inspectors are required to take into account the specifics of local budget formation and municipal procurement procedures, thereby eliminating the imposition of knowingly impossible requirements following inspections.
The adopted law also provides for a change in the effective date of Article 32 of Federal Law № 33-FZ «On the General Principles of Local Self-Government Organization in a Unified System of Public Authority», which defines the powers of local governments, from January 1, 2027 to January 1, 2028.
The federal law, with the exception of certain provisions, shall enter into force on January 1, 2028.
