A meeting was held at the Ministry of Justice of the Republic of Tatarstan to discuss the procedure for the official publication of municipal legal acts. Raliya Garifullina, Head of the Department of Regulatory Legal Work in Local Self-Government and Municipal Registry Maintenance, explained how the electronic document publication system works and what tools can expedite the process.
She reiterated that, according to federal law, municipal legal acts enter into force after official publication. In Tatarstan, the Official Legal Information Portal has been in operation for this purpose since 2013, currently containing over 385,000 legal acts.
The department head emphasized that information technology has been integrated into the legal act publication process in Tatarstan. Since 2020, the Portal has been directly linked to the Municipal Acts Register, eliminating the need for duplicate documents—they are immediately added to the register upon posting.
«Since 2022, the primary work of including legal acts in the register has been performed by an RPA robot, - she stated. - In the first three months of this year, the program independently processed 8,233 documents, which is 78% of all documents received through the Portal». She explained that the robot not only transfers texts but also fills out document cards in the registry and automatically inserts references to municipal laws and charters into the document texts.
For the convenience of municipalities, the Ministry of Justice has developed universal document templates that comply with the Ministry of Justice's Methodological Recommendations and ensure the robot's seamless processing of information.
