New in legislation about local selfgovernment

Federal Law dated on 6th of March, 2006 № 35-FL "On counteraction terrorism" (amended on 6th of July, 2016 № 374-FL), supplemented by a new article 5.2, which establishes the powers of local authorities in the field of counterterrorism.

In this regard, article of regulation of urban settlements, municipal districts and urban settlements, defining the powers of the executive committee, must be supplemented by the following provisions:

"develop and implement municipal programs in the field of terrorism prevention and minimization, and (or) liquidation of the consequences of its manifestations;

organizes and conducts outreach activities to explain the nature of terrorism and its social danger, and also the formation of the citizens rejection of the ideology of terrorism, including through the dissemination of information materials, printed materials, conducting outreach and other activities;

involved in the prevention of terrorism activities and also in minimizing and (or) liquidation of the consequences of its manifestations, organized by the federal bodies of executive power and (or) executive bodies of the Republic of Tatarstan;

provides requirements for anti-terrorism security of objects, municipally owned or managed by local authorities;

forward the proposals on participation in the prevention of terrorism and in minimizing and (or) liquidation of the consequences of its manifestations in the executive bodies of the Republic of Tatarstan;

exercise other powers to address issues of local importance of participation in the prevention of terrorism and in minimizing and (or) liquidation of the consequences of its manifestations. ".
