On May 17, 2018, Minister of Justice of the Republic of Tatarstan R.I. Zagidullin held a work meeting with the CEO of JSC "Codex" S.G. Tihomirov and Director of the Office for the creation of information products N.N. Hohlova, to participate in the work of the St. Petersburg International Legal Forum.

During the meeting, the issues of providing services, quality of services, as well as problems arising in the receipt of services and ways to solve them were discussed.

From May 15 to May 16, 2018, the traineeship of municipal employees of legal services from Alkei, Elabuga, Kaibitsky, Mamadysh and Chistopol municipal districts was held in the Ministry of Justice of the Republic of Tatarstan.

Heads of structural units of the Ministry - curators in the areas of the internship program conducted practical classes on the topics:

- Legal and organizational bases for carrying out anti-corruption expertise of municipal normative legal acts and drafts of municipal normative legal acts;

- The implementation by municipalities of the transferred state powers;

- Change of borders of municipalities and formation of settlements;

- Legal protection of the rights and legitimate interests of municipalities;

- The municipal register of municipal normative legal acts;

- Legal issues of personnel work in local government.

At the end of the program a round table was held with discussion of problem issues and exchange of experience.

Deputy Minister of Justice of the Republic of Tatarstan M.M. Ibyatov, Deputy Director of the High School of State and Municipal Management of the KFU N.A. Aksenova, Head of Educational Programs of the High School of State and Municipal Management of the KFU G.A. Habibullina.

Upon completion of the internship, municipal employees received certificates of a standard pattern.

On May 16, 2018, the State Council of the Republic of Tatarstan hosted a meeting of the Committee for State Construction and Local Self-Government for the chairmanship of Committee Chairman A.G. Habibullin. The meeting was attended by: Deputy Chairman of the State Council of the Republic of Tatarstan R.A. Ratnikov, representatives of the Ministry of Land and Property Relations of the Republic of Tatarstan, the Association of the Council of Municipalities of the Republic of Tatarstan, the Office of the Rosreestr in the Republic of Tatarstan.

Deputy Minister of Justice of the Republic of Tatarstan M.M. Ibyatov took part in the discussion of the implementation of the legislation on local self-government regarding the organization of funeral services, transfer of land plots for the cemetery.

On May 15, 2018, in the Ministry of Justice of the Republic of Tatarstan a meeting of the Expert Council of the Interdepartmental Coordinating Committee for Legal Affairs was held. The Minister of Justice of the Republic of Tatarstan R.I. Zagidullin was in session.

The following draft laws of the Republic of Tatarstan were approved at the meeting of the Expert Council:

«On Amending Article 1 of the Law of the Republic of Tatarstan» On the Consumer Basket in the Republic of Tatarstan»;

«On changing the boundaries of the territories of certain municipal entities and introducing amendments to the laws of the Republic of Tatarstan»

 «On the boundaries of the territory and the status of the municipal entity of the city of Kazan» and «On the establishment of the boundaries of the territories and the status of the municipal entity «Pestrechinsky municipal district» and the municipal formations in its composition»;

«On Amendments to the Law of the Republic of Tatarstan «On Empowering Local Authorities in the Republic of Tatarstan with Powers for State Registration of Civil Status Acts».

On May 15, 2018, in the Ministry of Justice of the Republic of Tatarstan a meeting of the attestation commission of the apparatus of justices of the Republic of Tatarstan for the qualification examination of 4 civil servants and attestation of 6 civil servants of the Republic of Tatarstan was held.

The qualification exam is conducted to assess the knowledge, skills and abilities (professional level) of a civil servant, following which the commission decides to take an examination and assign a class rank of the civil service, or that a civil servant has not passed the qualification exam.

The Certification Commission decided that 4 civil servants passed the qualification exam and were recommended to assign them class positions in accordance with the replaced positions.

Certification of public civil servants is aimed at identifying the professional potential, the degree of readiness and the levels of the ability of a civil servant to perform functional duties. In a practical sense, the main goal of attestation is to determine whether the employee corresponds to the position held.

According to the results of the voting, 4 commissioners were recognized by the decision of the commission as corresponding to the replaced positions of the state civil service, 1 attested - to the corresponding replaceable position of the state civil service and recommended to be included in the personnel reserve for filling the vacant civil service position in the order of official growth, 1 certified - State civil service provided that additional vocational education is received.

Veteran of the state civil service of the Republic of Tatarstan V.P. Ganchurin, member of the Apparatus of the Tatarstan Regional Branch of the All-Russian Public Organization "Association of Lawyers of Russia" M.H. Vafin, a professor of the Department of Constitutional and Administrative Law of the Kazan (Privolzhsky) Federal University A.G. Gataullin, Associate Professor of the Department of Law, Institute of Economics, Management and Social Technologies of the Kazan National Research Institute Technical University named after Tupolev - KAI V.A. Gurevich.

On May 15, 2018, Minister of Justice of the Republic of Tatarstan R.I. Zagidullin took part in the meeting of the Coordination Council for the Office of the Ministry of Justice of the Russian Federation for the Republic of Tatarstan, where he made a report on the current issues of conducting anti-corruption expertise of regulatory legal acts and their projects, including independent anti-corruption expertise.

During the speech, the Minister announced the results of the anti-corruption expertise of normative legal acts and draft normative legal acts on the results of work for 2017 and the first quarter of this year, drew attention to the need to improve the quality of anti-corruption expertise, the activity of independent experts, the involvement of a wider number of citizens and organizations in the process conducting independent anti-corruption expertise.

On May 12, 2018, First Deputy Minister A.G. Galimov and employees of the Ministry of Justice of the Republic of Tatarstan took an active part in the Day of Forest Harvesting organized within the framework of the "Tatarstan's Clean Forests" environmental campaign.

The ministry employees supported the traditional action organized by the Ministry of Forestry of the Republic of Tatarstan and contributed to the improvement of the sanitary and ecological situation in the forests of Tatarstan. From the debris the territory of the forest fund of the Stolbischensky district forestry of the state official institution "Prigorodnoye Lesnichestvo" was cleared.

On May 9, 2018, Deputy Minister of Justice of the Republic of Tatarstan M.M. Ibyatov took part in the celebrations dedicated to the 73rd anniversary of the Victory in the Great Patriotic War, held in the Tetyush municipal district of the republic.

As part of the celebration in Tetyushi, the Deputy Minister took part in the solemn rally «Soldiers of May, Glory to You Forever! »  In the All-Russian action "Immortal Regiment".

The gathered honored the memory of the fallen heroes Minute Silence and laid flowers to the Eternal Flame. On the square near the Memorial of Glory, a soldier's field kitchen, where everyone could taste the soldiers' porridge, and play checkers and chess in the central park. The Central Library presented a literary and musical platform "The Glory of Those Great Years Will Not Fade away." For children there was organized a children's playground, contests, attractions.

Celebrations in honor of the 73rd anniversary of the Victory in the Great Patriotic War in the Tetyushsky region ended with a festive salute.

The republican stage of the All-Russian competition "Best municipal practice" is held in the Republic of Tatarstan in three nominations:

"Urban policy, ensuring a favorable environment for the life of the population and the development of housing and communal services";

"Municipal economic policy and management of municipal finance";

"Ensuring effective feedback with residents of municipalities, the development of territorial public self-government and the involvement of citizens in the implementation (participation in implementation) of local government in other forms";

"Strengthening of interethnic peace and harmony, implementation of other measures in the sphere of national policy at the municipal level".

The municipalities, urban and rural settlements that are distributed according to the following categories of participants of the competition have the right to participate in the competition:

I category - city districts and urban settlements;

II category - rural settlements.

According to the nomination "Ensuring effective feedback with residents of municipalities, the development of territorial public self-government and the involvement of citizens in the implementation (participation in implementation) of local government in other forms "application, with accompanying letters signed by the heads of municipalities, indicating the category and category participants of the competition are submitted to the Association "Council of Municipalities of the Republic of Tatarstan" from May 25 to June 15, in accordance with the Regulation on holding Republic stage of All-Russian competition "The Best Municipal Practices", approved by the Cabinet of Ministers of the Republic of Tatarstan on 27.05.2017 № 313.

On May 9, 2018, Minister of Justice of the Republic of Tatarstan R.I. Zagidullin took part in the festive events dedicated to the 73rd anniversary of the Victory in the Great Patriotic War, held in the Chistopol Municipal District of the Republic.

The people gathered at the traditional rally in Chistopol honored the memory of those who died in the Great Patriotic War with a minute of silence and a three-time salvo of machine guns. Then a parade of military equipment began on the central square, festive columns of collectives of enterprises and organizations that went to lay wreaths to the Eternal Flame and the stele of the Pure Pole, the Heroes of the Soviet Union.

The Minister of Justice Rustem Zagidullin congratulated with a landmark event residents and guests of the region, read the congratulatory address of the President of the Republic of Tatarstan, R.N. Minnikhanov in connection with the 73rd anniversary of the Victory in the Great Patriotic War. Also with a solemn speech were the head of the Chistopol municipal district D.A. Ivanov, Member of the Federation Council of the Federal Assembly of the Russian Federation I.T. Akhmetzyanov, head of the military commissariat department for Chistopol and Chistopol and Novosheshminsky district Andrey Pichushkin, participant of the war Ivan Rykalov.

The festivities continued in Skaryatinsky Garden, where the minister together with the head of the district and invited guests took part in the solemn opening of the corner of the Battle Glory "Defenders of the Fatherland". For participants of the Great Patriotic War and workers of the rear, tables were laid, "Field Kitchen" worked.

Also, the minister and the head of the district visited at home the veteran of the Great Patriotic War, S.I. Arsentyev and handed him the medal "For Valiant Labor." The warm words of gratitude for the peaceful sky overhead, the wishes of good and long years of life were voiced to the veteran.

At the end of the festive events, paying tribute to the memory of the participants of the Great Patriotic War, Rustem Zagidullin together with citizens took part in the All-Russian action "Immortal Regiment".
