Amendments have been made to the Law of the Republic of Tatarstan "On the State Civil Service of the Republic of Tatarstan" and the Code of the Republic of Tatarstan on municipal service.

On July 25, 2018, the Law of the Republic of Tatarstan No. 50-ZRT of July 13, 2018 "On Amending Article 10 of the Law of the Republic of Tatarstan" On the State Civil Service of the Republic of Tatarstan "and the Code of the Republic of Tatarstan on Municipal Service came into force" (hereinafter - the Law) .

The Law reduces the requirements for length of service required to replace the posts of the municipal service.

The new version sets forth article 34.1. Of the Code of the Republic of Tatarstan on municipal service, which regulates the training of personnel for the municipal service on a contractual basis. The procedure for the formation and work of the commission for holding tenders for the conclusion of contracts on targeted training has been clarified, criteria for assessing and selecting candidates for contracting have been established.

The adoption of the Law requires amendments to the municipal legal acts governing the passage of municipal service and to job descriptions of municipal employees.

The Law was published on the Official Portal of Legal Information of the Republic of Tatarstan on July 14, 2018.

July 31, 2018 in the Ministry of Justice of the Republic of Tatarstan a working meeting was held on the use of the analytical information system "Kodeks" by executive bodies of the government and local authorities of the Republic of Tatarstan for the first half of 2018.

The meeting was attended by A.Galimov, First Deputy Minister of Justice of the Republic of Tatarstan, M.Ibyatov, Deputy Minister of Justice of the Republic of Tatarstan, A.Yarullin, representative of the Prosecutor's Office of the Republic of Tatarstan, representatives of “Kodeks” JSC - Project Manager, “Analyst of Regional Legislation” A.Starobinets and director of the Office for the creation of information products of N. Khokhlov, as well as heads of structural units of the Ministry of Justice of the Republic of Tatarstan engaged in norm-setting activities.

During the meeting, the issues of providing the services of the analytical information system, their quality, problems arising in the receipt of services, and ways to solve them were discussed.

Representatives of JSC "Kodeks" submitted proposals and remarks of representatives of legal services of executive bodies of state power and bodies of local self-government of the Republic of Tatarstan for consideration in the work on improving this system.

The Ministry of Justice of the Republic of Tatarstan announces a competition for the title "Best in the profession" with a view to implementing an effective personnel policy and raising the professional level of local government officials responsible for discharging certain state powers transferred by the Republic of Tatarstan.

The competition is held in 2 nominations:

"The best executive secretary of the administrative commission";

"The best person in charge of collecting information from the settlements necessary for running the municipal register."

The order of organization and conditions of the contest, as defined in the Regulations on it, is placed in the section "The Best in Profession" among the persons responsible for the execution of the transferred separate state powers of the Republic of Tatarstan under the heading "Local self-government".

Documents for participation in the Contest are accepted within 30 days from the date of placement of the advertisement.

July 31, 2018 the first deputy minister of justice of the Republic of Tatarstan A.Galimov held a work meeting on the compensation of material damage caused to the budget of the Republic of Tatarstan, local budgets illegal actions (inaction).

July 30, 2018 employees of the Ministry of Justice of the Republic of Tatarstan made a trip to the Spassky municipal region.

On March 27, 2018, the Minister of Justice of the Republic of Tatarstan R.Zagidullin held an exit reception of citizens residing in the Chistopol municipal region of the Republic of Tatarstan.

In the course of the reception, citizens' appeals were examined on the issues of improving housing conditions, employment, compensation for damage caused, correspondence of the location of the mobile communications tower to existing standards, and others. All questions were answered, the requirements of the legislation were clarified.

July 25, in the Ministry of Justice of the Republic of Tatarstan, under the chairmanship of the First Deputy Minister of Justice of the Republic of Tatarstan A.Galimov, the working group  No.5 held a meeting on raising federal budget funds in the economy of the Republic of Tatarstan under state and federal target programs.

During the meeting, the members of the working group discussed topical issues on attracting federal budget funds to the economy of the Republic of Tatarstan.

As a result of the meeting, the members of the working group and the invited were instructed to clarify the declared and approved funds from the federal budget to the economy of the Republic of Tatarstan for 2018, and also for 2019-2021.

Over the past period of 2018, the amount of federal budget funds raised to the economy of the Republic of Tatarstan has increased.

July 26, 2018 in the Ministry of Justice of the Republic of Tatarstan under the leadership of Deputy Minister of Justice M.Ibyatov and with the participation of Deputy Head of the Office of the Federal Bailiff Service for the Republic of Tatarstan A.Zakirov held a meeting on the implementation by local governments of the individual state powers of the Republic of Tatarstan

The event was also attended by the chairpersons and responsible secretaries of the administrative commissions of municipal districts and city okrugs, officials authorized to draw up protocols on administrative violations, heads of public security centers, as well as responsible persons for collecting information from the settlements included in the video conferencing a municipal district necessary for keeping the register of municipal normative legal acts of the Republic of Tatarstan.

On the issue of working out the electronic interaction system for collecting administrative fines with the bailiffs service A.Mukhametshin, head of the Administrative Commissions of the Executive Committee of Kazan city, made a speech. The meeting summed up the results of the activities of local self-government bodies for the 2-nd quarter of 2018, discussed the problematic issues related to the organization of the work of the responsible persons in these areas.

On July 25, 2018, the Ministry of Justice of the Republic of Tatarstan announces a competition for filling vacant positions of the state civil service of the Republic of Tatarstan in the apparatus of justices of the peace of the Republic of Tatarstan.

Applications for participation in the competition with the application of the necessary documents are accepted by the secretary of the competitive commission on August 14, 2018 at: Kazan, Kremlevskaya St., 16, office 109, tel.223-07-87.

The meeting of the competition commission will be held (tentatively) on September 5, 2018.

On July 18 and 19, 2018, contests were held to fill vacant positions of the state civil service of the Republic of Tatarstan in the apparatus of justices of the peace of the Republic of Tatarstan.

19 contenders participated in the competitions.

The tender commission decided to include in the personnel reserve the apparatus of the justices of the Republic of Tatarstan for positions classified in the senior group of posts, Vasilieva Tatyana Sergeevna, Denisova Irina Vladimirovna, Gainutdinova Alsu Ildarovna, Gabdullina Olesya Albertovna.

As independent experts, the meetings of the commission were attended by the adviser to the chairman of the Tatarstan regional branch of the All-Russian Public Organization "Association of Lawyers of Russia" M.Vafin, a veteran of the state civil service of the Republic of Tatarstan V.Ganchurin, chairman of the Public Council under the Ministry of Justice of the Republic of Tatarstan.
