Born on February 19, 1981 in Kazan.

In 2003, he graduated from the Law Faculty of the Chuvash State University named I.N. Ulyanov.

2003-2005 - 1st category specialist of the city special fund for improvement, cleanliness and order under the administration of Kazan;

2005-2006 - leading specialist of the Department of current maintenance and development of external improvement facilities of Kazan;

2006-2010 - chief specialist of the department for monitoring the execution of instructions of the head of the executive committee of the Executive Committee of the municipality of Kazan;
