New legislation in the sphere of local self-government

On December 27th, 2019, Law of the Republic of Tatarstan on December 27th, 2016, Number 116-ЗРТ «On changes into the Election Code of the Republic of Tatarstan and separate legislation of the Republic of Tatarstan” came into force.

The main changes into the Election Code of the Republic of Tatarstan, Law of the Republic of Tatarstan on August 9th, 2013 Number 33-ЗРТ «On referendum of the Republic of Tatarstan”, Law of the Republic of Tatarstan on December 25th, 2012 Number 92-ЗРТ “On order of the recall of the President of the Republic of Tatarstan” be as follows.

Adult citizens of the Russian Federation who don’t have the registration by place of residence at the territory of the Russian Federation but who has registration by place of stay at least three mouths till voting has a right to apply for the electoral register and to vote. Citizens who work by rotation also can apply for the electoral register.

Ministry of the internal affairs of the Republic of Tatarstan has a right of verification for establishing of the fact of the criminal and administrative liability of persons who is appointed as a member of the electoral commission.

Order of the financial resources management in the special electoral and referendum fond account was changed. Credit organization have to enumerate these resources to the budget and to close the account after 60 days since voting.

According to changes, Federal Law provides for using of “Выборы» system and other state informational systems during preparing and holding of elections (referendum). 

Moreover, federal state informational system “Unified portal of state and municipal services (functions)” also can be used for the provision of realization of right on the participation in referendum of citizens and assistance to the commission in realization of theirs powers. 

Changes into the Law of the Republic of Tatarstan on March 24th, 2004 Number 23-ЗРТ Pn the local referendum” clarify the order of financial resources management which were left on the social account of the referendum and the using of the state informational system “Unified portal of state and municipal services (functions)”, “Выборы” system and other informational systems.
