New legislation
On March 17 2026, at the nineteenth meeting of the State Council of the Republic of Tatarstan, the Law of the Republic of Tatarstan «On amendments to articles 15 and 17 of the Law of the Republic of Tatarstan «On local self-government in the Republic of Tatarstan» was adopted.
The changes bring regional legislation into line with the amendments adopted at the federal level. According to Federal Law № 23-FZ of February 20 2026, municipal housing control will be abolished from September 1 2026. The powers of supervision in this area are transferred from local governments to the level of the subjects of the Russian Federation.
In this regard, relevant issues of local importance are excluded from the competence of urban districts and urban settlements of the republic. The new law will enter into force simultaneously with the federal regulations on September 1 2026.
