In September 1987, the head of the Ministry of justice was Salabaev Albert Mikhailovich. Under his leadership, the Department has taken a leading position in the legal support of legislative and norm-setting work of state authorities, and its work has made a great contribution to the formation of the legislative basis of the Republic, to the strengthening of law and order.

Albert Mikhailovich was one of the developers of the draft Constitution of Tatarstan, as well as bills on property and public service. Under his leadership, many collections of laws of the Russian Federation and the Republic of Tatarstan have been prepared and published.

During his leadership, many historically significant events occurred for the Department. Thus, in 1990, the Ministry of justice of the Republic of Tatarstan was transformed into the Ministry of justice of the USSR, and later into the current Ministry of justice of the Republic of Tatarstan. In addition, in 1994, the Department moved to the building at 16 Kremlevskayastreet, where it is located to the present day.

Salabaev Albert Mikhailovichwas Awarded the Honorary diploma of the Tatar regional Committee of the CPSU and the Council of Ministers of the Tatar ASSR, the medal "Veteran of labour", Anatoly Koni medal, Honorary diploma of the Central election Commission of the Russian Federation, diploma of the Ministry of justice of the Russian Federation and awarded him the honorary title "Honored lawyer of the Russian Federation".
