On November 16, 1929, at a meeting of the Presidium of the CEC of the TASSR, Vasily Filippov was appointed People's Commissar of justice and Prosecutor of the TASSR.

Vasily Nikitovich was born in 1900 in the family of a peasant in the village of Bolshye Meretyanki in the Rybno-Slobodsky district of Tatarstan. He began his career in Kazan in 1917, where he received secondary education, served in the Workers 'and Peasants' red Army, from where, after demobilization, he went to work as an instructor in the Central peasant Department in the city of Kazan. In 1924, he became a member of the CPSU (b).

From 1924 to 1926, he served as Chairman of the Board of the Union of agricultural workers in the city of Chistopol, and also worked as head of the Chistopol Department of public education. In March 1926, he was delegated to the VI-th Congress of Soviets of the TASSR, after which in 1927 he went to work in the Chistopol Canton (district) Committee of the CPSU (b), where he worked as the head of the organizational Department. In the same year, at the XVII cantonal Congress of Soviets, he was elected as a delegate to the VII all-Tatar Congress of Soviets. He combined his work in party organs with studies at the art school and at the Communist University.

In early 1927 he was appointed Executive Secretary of the menzelinskogo cantonovo Committee of the CPSU (b). In March, 1927, XVII-m Menzelinsky Cantona Congress of Soviets he was elected a member of the Presidium of the Menzelinsky antispamom CPSU (b) and a delegate to the VIII-th Congress of Soviets of Tatarstan. In may of this year at session of Presidium of Tatziki was elected a member of Tactica VIII convocation.

After appointment to the post of people's Commissar of justice, in 1934, he is the head of the complaints Bureau of Tatziki, in April of this year, Aksubaevsky district Congress of Soviets, was elected a delegate to the X-th Congress of the Soviets of Tatarstan, where he was elected a member of Tactica. In 1936-1937, he served as the Secretary of the CEC of the TASSR.
