Under the chairmanship of the First Deputy Minister of Justice of the Republic of Tatarstan a meeting of the Board of the Ministry of Justice of the Republic of Tatarstan was held, where the results of the work of the Ministry of Justice with local self-government bodies on the issues of rule-making activity for 6 months of 2023 were discussed.
The meeting was attended by Ruslan Gadzhiev, deputy of the State Duma of the Federal Assembly of the Russian Federation, Ildar Ibragimov, deputy head of the Department of the Ministry of Justice of the Republic of Tatarstan for work with territories, Marat Dolgov, head of the Legal Department of the Office of the Cabinet of Ministers of the Republic of Tatarstan, as well as heads of legal services of local governments, members of the board and heads of structural divisions of the Ministry.
"Traditionally in August we hold a board dedicated to summarizing the interim results of the Ministry's work on cooperation with local self-government bodies of the Republic on the issues of rulemaking", - opened the meeting of the board First Deputy Minister of Justice of the Republic of Tatarstan Ainur Galimov. The First Deputy Minister familiarized those present with the agenda and regulations of the board.
Deputy Minister Mukharryam Ibyatov, speaking at the Collegium, noted that the Register of Municipal Normative Legal Acts of the Republic of Tatarstan is the most important information resource reflecting the state of municipal normative legal acts. During the reporting period, 17,129 acts were included in the register, almost at the level of the previous year. In total, the register contains more than 264 thousand acts. Local governments adopted 1,767 acts to establish support measures for servicemen and members of their families.
"According to the results of 6 months, Tatarstan is the leader in the number of included municipal acts among the subjects of the Volga Federal District. In 2022, Tatarstan was in 2nd place, yielding to Nizhny Novgorod region", - emphasized Mukharryam Ibyatov.
Presence of normative acts in the register is a common obligation of the Ministry and local governments, established by the legislation.
"This year more than 8 thousand amending acts were received for inclusion in the register. The absence of 482 basic (initial) in the register was established. As of July 1, 40% of those requested have not been received. Last year the balance of 6%", - said Deputy Minister.
Separately, the Deputy Minister noted that one of the important factors contributing to improving the quality of municipal rule-making is the legal expertise of normative acts included in the municipal Register. In the reporting period, 12,132 municipal acts were examined, or 9% more than last year. 302 negative conclusions were drawn up.
"The reason for drawing up conclusions this year was the non-compliance with the legislation of decisions on additional grounds for recognizing uncollectible arrears of local taxes, debts on fines and penalties and others," he explained.
In the course of legal examination the Ministry identified 271 corruption factors in 251 acts of local governments. Local governments identified 163 fewer corruptive factors than last year.
Mukharryam Ibyatov reminded that in accordance with the Constitution of the Republic of Tatarstan all normative legal acts are subject to official publication in the state languages of the Republic of Tatarstan. In 2022 and in the first half of 2023 the indicator "The share of normative legal acts published in Tatar language in accordance with the established procedure" by local governments reached 100%.
As of April 4, 2022 there were no translations of more than 70 thousand acts on the Legal Information Portal of the republic. As of August 1 of this year, this figure decreased by 43%. However, 4 districts translated only 173 acts, with a total backlog of 6,678 acts.
"I ask the heads of municipalities to ensure the fulfillment of the requirements of the legislation", - appealed the Deputy Minister.
The Ministry of Justice of the Republic of Tatarstan continues to actively participate in the preparation of documents on the establishment of borders with 8 adjacent subjects. "The signing of agreements with the heads of subjects has been completed, the relevant decisions have been taken by the State Council of the Republic. At the moment the border is put on record with the Orenburg, Samara, Ulyanovsk regions, as well as with Chuvashia, Bashkortostan and Mari El. The work on registration of borders with Udmurtia and Kirov oblast in Rosreestr continues.
The issue of monitoring of municipal acts and their compliance with the federal and republican level acts was discussed acutely at the board. "We must jointly reduce the number of acts in the register that do not comply with the legislation and keep them up to date," said the deputy minister.
At the end of his speech, Mukharryam Mansurovich thanked the leadership and local self-government bodies, the prosecutor's office, colleagues from the legislative and executive authorities, the Council of Municipalities for joint work.
Deputy Head of the Department of the Ministry of Justice of the Russian Federation in the Republic of Tatarstan Tatyana Kravchenko in her speech noted the main errors identified in the record keeping of municipal acts in the federal register.

Mr. Oskar Yuzlibayev, Prosecutor of Department No. 1 for supervision over the legality of normative legal acts of the Department for Supervision over the Execution of Federal Legislation of the Prosecutor's Office of the Republic of Tatarstan, reported on supervision over the legality of municipal rule-making.
The Collegium traditionally ended with the presentation of awards.
