In Tatarstan, the conditions for notification by persons holding permanent state or municipal positions to the Rais of the Republic of Tatarstan about participation in the management of NGOs have been clarified

Today, Deputy Minister of Justice of the Republic of Tatarstan Mukharryam Ibyatov presented a draft law on amendments to Article 29 of the Law of the Republic of Tatarstan on Local Self-Government in the Republic of Tatarstan and Article 9 of the Law of the Republic of Tatarstan on Public Positions of the Republic of Tatarstan at a meeting of the Committee on State Construction and Local Self-Government and the expert council under the committee.

According to Mukharrm Ibyatov, the federal law on combating corruption in relation to persons holding permanent state or municipal positions in the Republic of Tatarstan prohibits participation in the management of a commercial or non-profit organization, except in certain cases.

In particular, participation in the management of a non-profit organization is allowed free of charge with prior notification to an official of a constituent entity of the Russian Federation in accordance with the procedure established by the law of the constituent entity of the Russian Federation.

This procedure in the Republic of Tatarstan is established, respectively, by Article 29 of the Law of the Republic of Tatarstan «On Local Self-Government in the Republic of Tatarstan» and articles 9 of the Law of the Republic of Tatarstan «On Public Positions of the Republic of Tatarstan».

The first change provided for by the draft law is aimed at establishing ways to submit a notification. There are 2 ways of notification: on paper or through the unified interdepartmental electronic document management system of the Republic of Tatarstan.

The second amendment provides for the introduction of a provision that a copy of the charter of the non-profit organization in which the person intends to participate and a copy of the regulation on the governing body of the non-profit organization (if there is such a provision) must be attached to the notification.

«The draft law will contribute to improving the effectiveness of control over these persons in the management of a non-profit organization and preventing conflicts of interest», - the deputy minister concluded.

The proposed changes were approved by the deputies and will be considered at the next session of the State Council of the Republic of Tatarstan.
