Today, a board meeting was held at the Ministry of Justice of the Republic of Tatarstan, where the results of the work of the Ministry of Justice with local governments on the implementation of certain transferred state powers of the Republic of Tatarstan were discussed. The meeting was held under the leadership of the Minister of Justice of the Republic of Tatarstan Rustem Zagidullin.
Deputy Minister Mukharryam Ibyatov, speaking with a report, noted that local governments of Tatarstan exercise powers in 20 areas. The laws of the republic determine the authorized executive bodies for each area.
«For example, the Ministry of Justice is responsible for 3 transferred powers, the Ministry of Health and the Ministry of Education and Science - also 3 each, the Ministry of Youth and the Ministry of Transport - 2 each. The Ministry of Finance and the Ministry of Land and Property carry out financial and property control over almost all powers», - he explained.
In his speech, the Deputy Minister recalled that the Ministry takes an active part in ensuring the compliance of regional acts and acts of local governments with federal laws, and is also engaged in the development of bills and by-laws aimed at implementing the transferred state powers.
«For example, in the last five years of the work of the Parliament of the Republic (from 2019 to 2024), 75 amendments were made to the laws, and in total since 2005 - 189 changes. All amendments are subject to legal review by the Ministry».
The Ministry of Justice of Tatarstan is responsible for 3 transferred state powers, including determining the list of officials who can draw up protocols on administrative offenses.
The dynamics of the last 2 years show that the number of protocols drawn up on administrative offenses is decreasing. In 2023, there were 18% fewer of them than in 2022 (31 thousand versus 38 thousand). This is due to the current moratorium on scheduled inspections introduced by federal law. In the first half of 2023, this trend continued, and the number of protocols decreased by another 27%.
However, in general, the total number of detected offenses has increased. There are 115,121 of them in the first 6 months of this year. This is 57% more than last year. «The main reason for this growth is the use of technical communication equipment (TCE). The moratorium does not apply to them, so their use is actively detected. For example, in the Kazan urban district, more than 100 thousand violations were detected, which is 95% of the total number», - said Mukharryam Mansurovich.
The number of protocols returned for revision has significantly decreased and amounted to only 0.14%. The Ministry will continue to support local governments by providing them with methodological materials and training responsible employees.
The Minister noted that there are positive aspects in the Ministry's activities with local governments. «This is an improvement in the quality of documents prepared locally, as well as a decrease in the number of protocols cancelled by the courts». However, according to the Minister, statistics separately indicate that there are areas in which work needs to be strengthened. «For example, there is a decrease in the number of protocols drawn up on administrative offenses. Some heads of rural settlements are actively working, while some do not show any initiative at all. Of course, drawing up a protocol and bringing to justice is not an end in itself; the main goal is to ensure that there is order in the settlement», - Rustem Zagidullin noted.
The head of the Executive Committee of the district, Aidar Shamsutdinov, made a report on the implementation of certain transferred state powers of the Republic of Tatarstan by local government bodies of the Aznakaevsky municipal district.
The head of the Department of Territorial Development of the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan, Aidar Akhmetzyanov, reported on the progress of the redistribution of powers in the field of urban development.
