At a meeting of the Expert Council of the Interdepartmental Coordination Committee on Legal Issues at the Ministry of Justice of the Republic of Tatarstan, members of the council reviewed draft laws according to which, from January 1, 2025, voluntary registration of dogs will be replaced by mandatory registration, and from July 1, 2025, administrative liability will be introduced for violating additional requirements for keeping pets in the Republic of Tatarstan, including the absence of such registration.

The meeting discussed the establishment of fines for the following violations:

  • Allowing a dog to independently leave the territory owned by the dog owner or on other legal grounds.

  • Keeping pets in common areas of apartment buildings and in their adjacent territories.

  • Failure of the dog owner to carry out mandatory registration of the dog.

Fines for citizens for the above violations will range from 2 to 4 thousand rubles. The Main Veterinary Department of the Cabinet of Ministers of the Republic of Tatarstan will be responsible for drawing up protocols and considering cases.

«The bills are aimed at increasing the responsibility of pet owners and creating a more comfortable and safe environment for all residents of the republic», - they noted at the meeting.

The approved bills are planned to be sent for consideration to the State Council of Tatarstan.
