The number of people who encountered corruption has decreased in Tatarstan

Within the framework of the state program «Implementation of the anti-corruption policy of the Republic of Tatarstan», sociological studies of the population's attitude to corruption are conducted annually. Since 2011, the number of respondents who have encountered a corruption situation at least once has halved, as has the number of residents willing to take part in anti-corruption events. This was reported by the Minister of Justice of the Republic of Tatarstan Rustem Zagidullin at the Republican Anti-Corruption Forum «Alma - birma», dedicated to the International Anti-Corruption Day.

In his speech, he also noted that one of the measures to prevent corruption is anti-corruption expertise aimed at eliminating corruption risks in regulatory legal acts. The Ministry carries out anti-corruption checks of draft acts at the republican and municipal levels.

According to the minister, if the identified corruption-generating factors are eliminated at the design stage, then the factors identified in municipal acts can already be used to commit selfish offenses.

«In 2023 and 10 months of the current year, the Ministry conducted an examination of more than 45 thousand municipal acts, in 655 of which 950 corruption-generating factors were identified», - Rustem Ildusovich specified. The work to eliminate the deficiencies has not been completed. Currently, 72 corruption-generating factors in 41 acts need to be eliminated.

The main reason for the violations that have arisen related to the untimely updating of regulatory legal acts in the field of combating corruption and low activity in carrying out anti-corruption measures is the recent change or lack of appointment of responsible employees in the bodies.

In general, the share of officials for the prevention of corruption and other offenses with more than three years of experience in state authorities is 69%, and in local governments - 80%.
