The details of the project on web-participation of citizens in court hearings were discussed at a meeting with senior justices of the peace in the Ministry of Justice of Tatarstan.
It should be recalled that the republic was selected as a pilot region for testing this technology. Rustam Nurgalievich Minnikhanov, the Rais of the Republic of Tatarstan, emphasized the importance of the project and instructed the Ministry of Justice of the Republic to ensure its implementation together with the judicial community.
During the meeting the Minister of Justice of the Republic of Tatarstan Rustem Zagidullin emphasized that special attention to this issue should be paid to the judges of Aviastroitelny, Vakhitovsky, Almetyevsky, Naberezhnochelninsky and Nizhnekamsky districts. It is at the judicial precincts of these districts that testing is planned.
«Five sets of equipment have been purchased, - the minister said. - The sets include a TV set, a floor stand with a bracket for it, a webcam with a tripod. So far it is planned to install them in one hall of each district», - he concluded.
This innovation will allow citizens to participate in the process using mobile devices or computers equipped with a webcam and microphone.
Rustem Zagidullin noted earlier that there is no such practice at the federal level, and Tatarstan became the first region to test the new technology. According to the minister, although it is technically possible to connect to a court session, the problem of identifying the participants remains: the judge cannot reliably determine who is on the other side of the screen. «The new system using identification and authentication technologies, including the use of biometric data, will allow participants to confirm their identity, ensuring the reliability of the process», - he added.
