At the thirteenth meeting of the State Council of the Republic of Tatarstan, deputies approved amendments to Article 8 of the Codex of the Republic of Tatarstan on municipal service. The bill, submitted by the Minister of Justice of the Republic, Rustem Zagidullin, was reviewed and adopted by parliamentarians in the first reading and as a whole.
The document, developed at the direction of the President of Russia, simplifies requirements for participants in special military operations. Specifically, it provides for a reduction in educational qualification requirements for positions in rural settlements, as well as a reduction in the required length of service or professional experience.
«As part of the comprehensive support for participants in the special military operation, the targeted project 'Batyrlar: Heroes of Tatarstan' is being implemented in the Republic." Regarding municipal governance at the rural settlement level, it should be noted that the personnel training system is organized in accordance with the state program 'Development of the State Civil Service of the Republic of Tatarstan and Municipal Service in the Republic of Tatarstan. This program provides for a comprehensive range of educational activities for employees, - the minister explained in response to a question about additional training. - Furthermore, all newly appointed employees are required to complete specialized courses aimed at developing professional competencies and adapting to their job responsibilities», - he added.
As a reminder, the «Batyrlar. Heroes of Tatarstan» personnel program, launched at the initiative of the Rais of the Republic, Rustam Minnikhanov, covered more than 1,600 residents of the republic. Following the final selection, 45 participants in the special military operation were given the opportunity to build a career in state and municipal government, 11 of whom did not have a higher education.
According to the minister, the adopted law will allow the potential of veterans and participants in the special military operation to be utilized in the municipal government system.
