At the 15th session of the State Council of the Republic of Tatarstan, a bill aimed at improving the work of municipal commissions on minors and the protection of their rights was adopted. The document, presented by the minister of justice of the Republic, Rustem Zagidullin, was approved by parliamentarians in its first reading and overall.
A key change concerns the status of municipal commission chairs. According to the bill, such commissions will be chaired by the heads of municipal entities, while intra-city commissions will be chaired by the heads of territorial bodies of the local administration of the urban district.
Rustem Zagidullin noted that members of municipal commissions are the heads of agencies and institutions involved in the prevention of juvenile neglect and delinquency, including social welfare, education, healthcare, youth policy, internal affairs agencies, and penal institutions. Representatives of other state and municipal bodies and institutions, representatives of public associations, religious denominations, citizens with experience working with minors and members of parliament may also serve as commission members.
According to the minister, effectively protecting the rights and legitimate interests of minors and preventing their neglect and delinquency requires interagency cooperation. Coordination of the activities of agencies and institutions is the responsibility of the head of the municipality.
«The proposed changes will improve the effectiveness of interaction between all actors in the prevention system, strengthening mechanisms for interagency cooperation and the implementation of the proposed measures», - the minister concluded.
