More than 300 heads of rural settlements in Tatarstan will undergo training as part of a professional development program

The Graduate school of public and municipal administration of Kazan (Volga Region) federal university has launched its annual training program for heads of rural settlements in the Republic of Tatarstan's municipal districts, «Rural management strategy: an integrated approach».

The program included a joint lecture by deputy minister of justice Mukharryam Ibyatov and deputy executive secretary and head of the legal department of the Association «Council of municipalities of the Republic of Tatarstan» Sergey Stolyarov. The lecture aims to familiarize the heads of rural settlements with the most important changes in local government legislation that directly affect their work.

Particular emphasis was placed on local government reform. Thus, heads of rural settlements are provided with an analysis of the new provisions of Federal law № 33-FZ of march 20 2025 «On the general principles of local self-government organization in a unified system of public authority», a comparative analysis of its provisions with previous legal regulations and potential practical implications for municipalities, citizens and the entire public administration system.

According to Mukharryam Ibyatov: «The competence and professionalism of heads of settlements is the foundation of the rule of law. Regular professional development is an investment in the stability and well-being of each municipality».

This year, more than 300 heads of rural settlements will participate in the program in 10 groups.
