Tatarstan shares best practices for territorial development with representatives of new Russian regions

An educational program for civil servants and municipal employees from new regions of Russia has launched in Kazan. Representatives from the Donetsk and Lugansk people's republics, Zaporizhia and Kherson regions and the Republic of Crimea are training at the Kazan Federal University's Higher school of public and municipal administration from november 10 to 14, 2025. Participants in the program include deputies, legislative staff, members of municipal representative bodies, and local administration employees.

Deputy minister of justice Mukharryam Ibyatov presented a report on the Republic of Tatarstan's best practices in interacting with local governments on legal matters.

«The Ministry has been designated as the responsible executor of the state program «Development of the civil service of the Republic of Tatarstan and municipal service in the Republic of Tatarstan». One of the program's key components is professional development for municipal employees», - the deputy minister stated.

He added that the Ministry has organized efforts to provide municipalities with information and methodological materials. Over the past three years alone, over 800 methodological materials have been sent to local governments, 316 of which were sent in 2024 and the first nine months of 2025.

The report paid special attention to training events. Since 2022, 163 events have been organized, including 73 over the past year and the first nine months of this year. Representatives of the Administration of Rais of the Republic of Tatarstan, apparatuses of the State Council and the Cabinet of Ministers of the Republic of Tatarstan, as well as other government bodies and organizations, are actively participating in them.

Mukharryam Ibyatov specifically discussed the work of the administrative and technical inspectorates established in two urban districts and 12 municipal districts of Tatarstan. He noted that over the past ten years, the number of administrative materials compiled has increased exponentially, while the number of materials returned for revision has decreased tenfold.

Speaking about the practice in Kazan, the deputy minister emphasized that the administrative commissions in the republic's capital review over 300 cases daily. The implementation of an electronic interagency interaction system has reduced procedural timeframes from 35 to 10 working days. Kazan actively shares its experience and achievements with colleagues from other regions of Russia.

«As a result of this coordinated work, the percentage of administrative cases appealed and overturned in court has decreased to 0.01% of all cases reviewed», - concluded Mukharryam Ibyatov.
