The Rais of Tatarstan awarded the best state civil servants of the republic
The awards ceremony for the winners of the republican competition «Best сivil servant of the Republic of Tatarstan» was held at the Government House of the Republic of Tatarstan. The Rais of the Republic personally presented the awards to the distinguished employees of government agencies.
Among the competition winners was Ilyas Khusnutdinov, head of the sector for including regulatory legal acts and information about them in the municipal register of the Ministry of justice of the Republic of Tatarstan. He won in the category «Legal and personnel support for the activities of government agencies» with his project «Artificial intelligence in municipal rulemaking».
More than 30 000 municipal regulatory legal acts are adopted in the Republic annually. The RPA robot, implemented in 2022, has automated 80% of the process of including acts in the register, but a significant amount of manual work remains. The implementation of artificial intelligence will automate the identification of legal conflicts, legal and anti-corruption assessments, the creation of updated versions of municipal acts and the inclusion of additional information.
«Implementing the project will create an intelligent system for continuously monitoring legislative changes, reduce the number of legal errors and shorten the time it takes to review and update regulations», - noted the project's author.
The project is planned to be implemented within the framework of the federal national project «Data economy and digital transformation of the state» and the republican state program «Digital Tatarstan».
«Tatarstan, as a recognized leader in digitalization, has all the necessary competencies and infrastructure to successfully implement this initiative, which could become a model for other regions of Russia and a significant contribution to the development of a digital ecosystem for lawmaking», - said Ilyas Khusnutdinov.
