The Ministry of justice of Tatarstan received 936 regulatory legal acts of republican executive authorities for registration in 2025
The Ministry of justice of the Republic of Tatarstan held a board meeting dedicated to the rule-making activities of the republican executive authorities. Ilya Gomzik, first deputy minister of justice of the Republic, delivered the main report on the topic.
Ilya Alexandrovich recalled that the state registration of regulatory legal acts of republican executive authorities and their official publication are mandatory conditions for the entry into force of such acts and the legitimacy of their application.
The Ministry of justice conducts a legal assessment of all regulatory legal acts of the republican executive authorities before their entry into force. According to him, in the first nine months of 2025, the republican executive authorities submitted 936 regulatory legal acts for state registration, which is slightly less than the indicator of the same period last year – 966 acts.
The first deputy minister noted that of the 936 acts submitted, 801 documents have successfully passed state registration. 79 acts were returned to the developers, 46 of them due to non–compliance with legislation and shortcomings of a legal and technical nature.
It is worth noting that the system of state registration of regulatory legal acts has been operating in Tatarstan since 1992. During this time, more than 15 000 departmental acts have been registered.
Summing up the meeting, Rustem Zagidullin, minister of justice of the Republic of Tatarstan, stressed that the executive bodies of state power, legal services and the prosecutor's office are solving a single important task — ensuring high-quality rule-making activities in the republic.
«Today we have achieved constructive cooperation. Of course, there are certain difficulties, but in general, the system of work has been built», - said Rustem Zagidullin.
