41 corruption factors were identified in 31 of the 1 815 draft regulatory legal acts prepared by the republican executive authorities in 2025

The results of the anti-corruption expertise of the regulatory legal acts of the republican authorities were discussed today at a meeting of the board of the Ministry of justice of Tatarstan. Ilya Gomzik, first deputy minister of justice of the Republic of Tatarstan, made a report on this issue, noting the positive dynamics in relation to existing regulations.

«No corruption-causing factors were identified in the regulations of the republican bodies. As for the projects, unfortunately, the situation is the opposite. The number of identified corruption–causing factors has surprisingly increased significantly this year», - the first deputy minister stressed.

According to the data provided, for 9 months of 2025, the Ministry of justice of Tatarstan conducted an anti-corruption examination of 1 815 republican drafts of regulatory legal acts. 44 corruption-causing factors were identified in 31 of them.

«Most of the corruption–causing factors have been identified in the draft procedures for granting subsidies and grants», - Ilya Gomzik noted.

The most common corruption-causing factor, according to Ilya Alexandrovich, identified 20 times, was the absence of an administrative procedure term in the acts or uncertainty at the beginning of its countdown, which creates conditions for the breadth of discretionary powers. The second place is occupied by the absence or incompleteness of administrative procedures – 18 cases. Also, in 5 projects, the definition of competence according to the formula «entitled» was found, and in one case, the existence of excessive requirements for a person to exercise his right was recorded.

The Ministry of justice is particularly concerned about the situation with the independent anti-corruption expertise.

«I would like to remind you of the need to ensure conditions for independent anti-corruption expertise by posting projects on specialized services on the «Internet». So far, not all projects of a regulatory nature are hosted by the authorities. I would also like to draw your attention to the need to send motivated answers to independent experts», - Ilya Gomzik said.

Concluding his speech, the first deputy minister of justice stressed the importance of continuous professional growth for all legal professionals.

«Our profession requires constant self-improvement, studying legislation, monitoring its changes, as well as law enforcement and judicial practice. The staff of the legal departments of the republican executive authorities are entrusted with serious tasks and functions», - Ilya Gomzik summed up, thanking his colleagues for their joint work and congratulating those present on the upcoming Lawyer's Day.
