The Minister of justice of Tatarstan spoke about the implementation of the new law on local self-government

In preparation for the XX congress of the Association «Council of municipalities of the Republic of Tatarstan», an online conference was held, in which the minister of justice of the Republic Rustem Zagidullin co-moderated. The main topic of discussion was the implementation of the Federal law on the general principles of organizing local self-government in a unified system of public authority.

«This is the most relevant and significant topic for the municipalities of the republic today. The Ministry pays special attention to the activities of local governments, taking into account the innovations of the Federal law this is one of the key areas of our work today», - said Rustem Zagidullin.

The minister said that the federal law prescribes bringing regional and municipal legislation into line by january 1, 2027. The Tatarstan State Council is already considering a draft law on amendments to 71 laws of the republic regulating various aspects of local self-government.

Rustem Zagidullin stressed that special attention is paid to the issue of distribution of powers while maintaining a two-tier system of organization of local self-government. To develop an optimal model, the Ministry of justice of the Republic, together with the Association «Council of municipalities», analyzed the positions of republican executive authorities and municipalities.

«The final model for the distribution of powers, adopted as a result of joint discussions at meetings, is taken into account in the draft amendments to the republican law on local self–government», - the minister said.

The minister noted that there is a laborious work ahead, where the consolidated participation of all public authorities is important. «The subsequent effective organization of work on the ground will depend on this, and consequently, the solution of issues of direct support for the livelihoods of the population», - Rustem Zagidullin emphasized.
