The preparation of amendments to the law on local self-government in accordance with federal legislation is being completed in Tatarstan

At a meeting of the presidium of the Association «Council of municipalities of the Republic of Tatarstan», the Minister of Justice of the Republic of Tatarstan Rustem Zagidullin made a report on the development of a draft law on local self-government in the Republic of Tatarstan.

The draft law, prepared by the Ministry of Justice of the Republic together with the Administration of the Rais, the State Council, Office of the Cabinet of Ministers and the Council of municipalities, is designed to adapt republican legislation to the requirements of Federal law № 33-FL while maintaining an established system of local self-government.

«After detailed consideration of several options, we decided to make point-by-point changes to the current law, rather than develop a completely new one. This will help maintain continuity and avoid the lack of legal regulation of issues while maintaining a two—tier model of local government», - the minister explained.

Among the key innovations is the establishment of a single five year term of office for deputies of municipalities, the establishment of a minimum number of representative bodies, and the emergence of powers for municipalities to determine the procedure for remote participation in meetings of the representative body.

The bill pays special attention to the status of heads of municipalities. «One of the most important provisions is the combination of state and municipal positions by the heads of urban districts and municipal districts», - Rustem Zagidullin emphasized. It also provides for the procedure for removing heads from office on the initiative of the Rais of the Republic of Tatarstan and the mechanism for appointing interim officials.

According to the minister, the current procedure for electing heads of municipalities remains unchanged for the time being, although by 2030, in accordance with federal legislation, a new format will need to be defined.

Significant changes have affected the distribution of powers between the republican and municipal levels. «The draft law assigns 63 powers to local governments out of 65 provided for by federal law. During the distribution, we have preserved the principle laid down by the current version of the republican law on local self-government», - the minister said.

In conclusion, the minister said that the bill is planned to be submitted to the State Council of the Republic of Tatarstan by June 1, 2026 and expressed confidence that the proposed changes will effectively adapt the local government system to new federal requirements, while preserving the features and achievements of the republican model.
