In accordance with the Decree of the Council of Federation of the Federal Assembly of the Russian Federation from 30.10.2013 № 419-SF "on measures aimed at ensuring the quality and accessibility of health care in the constituent entities of the Russian Federation, bodies of State power of the constituent entities of the Russian Federation should consider establishing in cities with a population of 100 000 or more specialized agencies (departments) that provide to persons in a State of intoxication and not in need of medical assistancesocial services for temporary shelter (shelter) with functions to provide these services to the executive bodies of State power of the constituent entities of the Russian Federation in the sphere of social protection of the population.
January 22, 2014 year in Ministry of Justice of the Republic of Tatarstan, a meeting was held to discuss the draft law of the Republic of Tatarstan on amendments to the law of the Republic of Tatarstan "on regulation of specific issues in the field of public health protection in the Republic of Tatarstan" (draft law).
The draft law provides for the powers of the Cabinet of Ministers of the Republic of Tatarstan in the area of health the authority to order the detention of persons in public places while intoxicated and had lost the ability to move independently or navigate the environment, not in need of medical treatment in specialized institutions providing social services for temporary accommodation.
The draft law also defines the conditions for the establishment of specialized agencies to provide social services for the temporary stay of persons in public places while intoxicated and have lost the ability to move independently or guided in the environment, but not in need of medical assistance.
The meeting was attended by Deputy of the Council of State of the Republic of Tatarstan, the Chief doctor of the Central municipal Clinical Hospital No 18» R., Bakirov, Senior Assistant Attorney General of the Republic of Tatarstan on interaction with representative (legislative) and executive bodies of the Republic of Tatarstan, local self-government bodies G. Siniakova, first Deputy Minister of health of the Republic of Tatarstan S. Osipov, first Deputy Minister of labour, employment and social protection of the Republic of Tatarstan, A. Khasanov.
Given that federal law does not regulate this issue, in developing the draft law raised issues requiring discussion interested State bodies of the Republic of Tatarstan.
Following the meeting, it was decided to return to the discussion of the draft law of January 27, 2014 at the meeting of the Expert Council of the Inter-Ministerial Coordination Committee on Legal Affairs.
