March 12, 2014 year meeting of the Committee of the State Council of the Republic of Tatarstan on law and order for which the Minister of Justice of the Republic of Tatarstan L. Glukhov has introduced two bills:
1. "on amendments to the Code on administrative offences of the Republic of Tatarstan". Noted that the analysis of statistical data shows that the number of penalties in cases of administrative offences provided for in articles 4.2, 4.3 and 4.4 of the code on administrative offences of the Republic of Tatarstan, tends to increase.
Therefore, the Bill was requested to increase the size of the administrative fines under articles 3.2, 4.3 and 4.4 of the code on administrative offences of the Republic of Tatarstan, which would strengthen penalties for offenders, arrange street trading in the territory of the municipalities of the Republic of Tatarstan, home improvement, health and epidemiological safety, and better protection of objects of uninhabited Fund, owned by the Republic of Tatarstan and municipal property.
The Bill as a whole was approved at a meeting of the Committee and recommended for adoption at first reading.
2. on amending article 5 of the law of the Republic of Tatarstan "on the procedure for the publication and entry into force of the laws and other normative legal acts of the Republic of Tatarstan on issues of protection of human and civil rights and freedoms". The Bill would expand the list of sources of official publication of regulations of the Cabinet of Ministers of the Republic of Tatarstan, complemented by the official site for legal information of the Ministry of Justice of the Republic of Tatarstan.
The Bill was supported by all the members of the Committee and recommended for adoption at first reading.
Just reviewed the security question "on the implementation of the law of the Republic of Tatarstan" on provision of free legal assistance to citizens in the Republic of Tatarstan ".
On this issue was extensively covered the activities of the Ministry of the free legal assistance to citizens, including public system of free legal aid and independent system of free legal aid, as well as the provision of free legal assistance to citizens.
Following its consideration of the matter by the Committee of control was recommended to the Ministry of Justice of the Republic of Tatarstan to consider ways to further improve the provision of free legal assistance, including the provision of free legal assistance to citizens in the framework of multifunctional centres of public and municipal services, the introduction of a system of free legal aid to the possibility of providing counselling in the Tatar language as well as the provision of free legal assistance to migrants.
