April 11, 2014 year meeting of the Committee of the Council of State of the Republic of Tatarstan on State building and local self-government, on which the first Deputy Minister of Justice of the Republic of Tatarstan S. Stolyarov, made a report on the work of the Ministry of Justice of the Republic of Tatarstan in 2013, in the sphere of organization of interaction with local self-government bodies on legal issues.
The presentation highlighted the main activities of the Ministry and the results of this work. It was noted that improving legislation on local self-government is the basic direction of activity of the Ministry in this area. In 2013, for the organisation and implementation of local self-government in the Republic of Tatarstan we developed 8 14 draft legislation, draft regulations, including draft decrees and orders of the President of the Tatarstan Republic, decrees and orders of Cabinet of Ministers of the Republic of Tatarstan. We developed and adopted by the 45 orders of the Ministry of Justice of the Republic of Tatarstan, regulate relations in this area.
An important activity of the Ministry is providing legal assistance to local governments in dealing with changes in the administrative-territorial division of the Republic of Tatarstan. In the course of the work in this direction has developed draft laws on the establishment of the boundaries of the territories and the status of municipalities Verhneuslonskogo and Arsk municipal districts and municipalities in their composition. The Ministry provided legal assistance to local governments for the conversion of settlements of 7 municipalities, as well as changing the borders of settlements of the 5 municipalities.
In order to implement the Federal and Republican laws on municipal level providing advisory and technical assistance to local government, developed a model (sample) acts, a legal examination of the acts included in the municipal register of normative legal acts of the Republic of Tatarstan, organizes training seminars for the antikorrupcionoj examination of the acts of the local samupravleniâ.
The municipalities in the judicial protection of property interests of a number of training seminars with the involvement of specialists from ministries, the Prosecutors Office, Court of arbitration of the Republic of Tatarstan, University teachers.
The Ministry is monitoring the performance of local government authority on education and organization of the administrative commissions of the municipal districts and urban districts. Much work has been done on the improvement of the work of the Commission on minors Affairs and protection of their rights.
The report also noted the active work on legal education and legal assistance to citizens of the Republic, as in the mode of videopriema of citizens living in remote municipalities, and during visits of advisory groups of the Association of lawyers of Russia.
At the meeting of the Committee had also heard a report from the first Deputy Minister of Justice of the Republic of Tatarstan S. Stolyarova "on the implementation of the law of the Republic of Tatarstan from February 9, 2009, no. 14-ZRT on the municipal register of normative legal acts of the Republic of Tatarstan, which covered the results of work on the establishment of the register of municipal regulations and practical measures for the Organization of effective work in the direction of the Ministry of Justice of the Republic of Tatarstan.
Annual analysis of the formation and maintenance of the register showed a tendency to increase the number of acts included in the register. For March, the total number of enabled 2014 municipal regulations of more than 49 thousand.
Available in several municipal districts of problems with acts of local self-government bodies to be included in the register, as well as comments on the results of legal review carried out by the Ministry, were discussed during the workshops, meetings and workshops with specialists, responsible for the direction of regulations for inclusion in the register.
