The meeting of the interdepartmental working group on the reform of local government in the Republic of Tatarstan, chaired by Deputy Prime Minister of the Republic of Tatarstan - Chief of Staff of the Cabinet of Ministers of the Republic of Tatarstan S.H.Gafarov took place in the Cabinet of Ministers of the Republic of Tatarstan on august 26, 2014. The working group is consists of deputies of the State Council, heads of municipalities, heads of executive authorities, heads of legal departments of the State Council, heads of the Office of the President of the Republic of Tatarstan, heads of the Cabinet of Ministers of the Republic of Tatarstan, representatives of the Kazan City Duma and the Executive Committee of Kazan.
Minister of Justice L.Y.Gluhova, who also a deputy chairman of the working group, came out with a message on the main changes made to the Federal Law "On General Principles of Local Self-Government in the Russian Federation", the implementation of which will require amendments to the legislation of the Republic of Tatarstan on the local self-management: the introduction of two-level model of local self-government in urban districts, the determining of the issues of local importance of rural settlements and the redistribution of powers between the state authorities and local self-government. Members of the Working Group presented a draft law "On Amendments to the Law of the Republic of Tatarstan" On Local Self-Government in the Republic of Tatarstan".
On the introduction of a double-level model of local self-government, the essence of which consists in creating independent municipalities in urban districts - urban areas, the working group agreed that it was prematurely reforming urban districts of Kazan and Naberezhnye Chelny.
Amendments to the existing list of local issues of rural settlements is due to provisions of the Federal Law "On General Principles of Local Self-Government", that divided a common list of local issues on independent lists of urban and rural issues. Federal law provides a mandatory minimum of local issues of rural settlement, which can be extended by the law of the Russian Federation at the expense of some local issues of the urban settlement. The realization of the authority to solve local issues of rural communities depends on the financial and organizational capacity of these settlements, the working group agreed that there is a necessity to amend the Law of the Republic of Tatarstan "On Local Self-Government in the Republic of Tatarstan" with a minimum of local issues of rural settlement, which can be further expanded.
In the field of re-distribution of powers between the state authorities and local self-government members of the working group came to the conclusion that the final decision will be made after amending the Budget Code of the Russian Federation in the issues relating to the financial security of transmitted powers.
The concept of the draft law of the Republic of Tatarstan "On Amendments to the Law of the Republic of Tatarstan" On Local Self-Government in the Republic of Tatarstan " was approved by the members of the working group. However, work on the bill will be continued and specific comments made by members of the working group are taken into account.
