About the Federal law from 30th of December, 2015 № 447-FL "On amendments to certain legislative acts of the Russian Federation on the regulatory impact assessment of draft regulations and examination of normative legal acts"

By Federal law of 30th of December, 2015 № 447-FL "On amendments to certain legislative acts of the Russian Federation on the regulatory impact assessment of draft regulations and examination of normative legal acts" (next - the Federal law № 447-Fl) amended the provisions of Federal law from 6th of October 2003 № 131-FL "on general principles of local self-government in the Russian Federation" in the part of the regulatory impact assessment of draft regulations and the examination of such projects.

According to the amendments to the law of the Russian Federation establishes the list of municipal and urban districts, in which the examination of municipal normative legal acts (their projects) dealing with matters of the business and investment, in order to identify the provisions unjustifiably impeding to have entrepreneurial and investment activity is obligatory.

According to the Federal law № 447-FL from the list of draft acts, regulatory impact assessment it is excluded draft normative legal acts of representative bodies of municipal formations, installed, modified, suspended, canceled local taxes and fees, and also regulating budgetary legal relations.

In connection with these changes in local government municipalities need to consider amending the municipal normative legal acts regulating the issues of the regulatory impact assessment of municipal projects of normative legal acts and expertise of municipal normative legal acts.
