New in legislation about local government

Amendments to the Law of the Republic of Tatarstan on 28th of July, 2004 № 45-LRT "About local government in the Republic of Tatarstan"

On 4th of March, 2016 came into force the Law of the Republic of Tatarstan from 3rd of March, 2016 № 10-LRT "On amendments to the Law of the Republic of Tatartsan" On local self-government in the Republic of Tatarstan "Law of the Republic of Tatarstan (next - the Law № 10-LRT).

By Law №10-LRT abolished the article 11 of the Law of the Republic of Tatarstan "On local self-government in the Republic of Tatarstan", which provides that authorized the Cabinet of Ministers of the Republic of Tatarstan executive authority is working on the formation and maintenance of the Register of municipal formations of the Republic of Tatarstan.

According to the resolution of the Cabinet of Ministers of the Republic of Tatarstan from 12.04.2010 № 255 the Ministry of justice of the Republic of Tatarstan is the authorized body maintaining the register of municipalities of the Republic of Tatarstan.

According to the Resolution of the Russian Federation from 18th of April, 2012 № 344 "On the conduct of the state register of municipalities of the Russian Federation" of the state register of municipal formations of the Russian Federation is entrusted to the Ministry of Justice, through its territorial bodies. Information contained in the registry is opened and accessible. Access to the register provided by the official website of the Ministry of Justice of the Russian Federation on the Internet.

In the absence of the need for maintaining the Register of municipal formations of the Republic of Tatarstan, the provisions of which are similar to the provisions of the state register of municipal formations of the Russian Federation, article 11 of the Law of the Republic of Tatarstan "On local self-government in the Republic of Tatarstan" is revoked.

Also, by the Law № 10-LRT article 13 of the Law of the Republic of Tatarstan "On local self-government in the Republic of Tatarstan" is supplemented by part 3, which establishes that after the adoption of the Republic of Tatarstan laws on the establishment or change of municipal boundaries direction maps (plans) of objects land in the cadastral registration body according to article 15 of the Federal law from 24th of July, 2007 № 221-FL "on state real estate cadastre" is carried out by an authorized body of executive power of the Republic of Tatarstan in the sphere of land relations.

Other provisions of the Law have a clarifying nature and do not change the current legal regulation.
