July 26, 2018 in the Ministry of Justice of the Republic of Tatarstan under the leadership of Deputy Minister of Justice M.Ibyatov and with the participation of Deputy Head of the Office of the Federal Bailiff Service for the Republic of Tatarstan A.Zakirov held a meeting on the implementation by local governments of the individual state powers of the Republic of Tatarstan

The event was also attended by the chairpersons and responsible secretaries of the administrative commissions of municipal districts and city okrugs, officials authorized to draw up protocols on administrative violations, heads of public security centers, as well as responsible persons for collecting information from the settlements included in the video conferencing a municipal district necessary for keeping the register of municipal normative legal acts of the Republic of Tatarstan.

On the issue of working out the electronic interaction system for collecting administrative fines with the bailiffs service A.Mukhametshin, head of the Administrative Commissions of the Executive Committee of Kazan city, made a speech. The meeting summed up the results of the activities of local self-government bodies for the 2-nd quarter of 2018, discussed the problematic issues related to the organization of the work of the responsible persons in these areas.

On July 25, 2018, the Ministry of Justice of the Republic of Tatarstan announces a competition for filling vacant positions of the state civil service of the Republic of Tatarstan in the apparatus of justices of the peace of the Republic of Tatarstan.

Details can be found in the subsection "Competition for filling a vacant position" in the section "Personnel policy".

Applications for participation in the competition with the application of the necessary documents are accepted by the secretary of the competitive commission on August 14, 2018 at: Kazan, Kremlevskaya St., 16, office 109, tel.223-07-87.

The meeting of the competition commission will be held (tentatively) on September 5, 2018.

On July 18 and 19, 2018, contests were held to fill vacant positions of the state civil service of the Republic of Tatarstan in the apparatus of justices of the peace of the Republic of Tatarstan.

19 contenders participated in the competitions.

The tender commission decided to include in the personnel reserve the apparatus of the justices of the Republic of Tatarstan for positions classified in the senior group of posts, Vasilieva Tatyana Sergeevna, Denisova Irina Vladimirovna, Gainutdinova Alsu Ildarovna, Gabdullina Olesya Albertovna.

As independent experts, the meetings of the commission were attended by the adviser to the chairman of the Tatarstan regional branch of the All-Russian Public Organization "Association of Lawyers of Russia" M.Vafin, a veteran of the state civil service of the Republic of Tatarstan V.Ganchurin, chairman of the Public Council under the Ministry of Justice of the Republic of Tatarstan.

July 19, 2018 Deputy Minister of Justice of the Republic of Tatarstan M.Ibyatov held a visiting reception of citizens residing in the Mendeleevsky municipal region.

During the reception, M.Ibyatov considered the citizens' applications for obtaining a loan from the bank, debts for housing and communal services, and others.

All questions are answered, the requirements of the legislation are explained.

A meeting was held with the participation of the Head of the District Council Administration R.Iskandarova and the responsible officials of the local self-government bodies of the district, where they discussed the implementation of the municipal program for the development of the municipal service, the work of the administrative commission and the commission for the affairs of minors, the development, adoption and publication of municipal normative legal acts, conducting anti-corruption expertise of these acts and their projects, maintaining the municipal register.

In addition, the Deputy Minister took part in the meeting of the commission on the affairs of minors and the protection of their rights of the Mendeleevsky municipal region. The issues of the growth of juvenile delinquency and the organization of children's holidays during the holidays are discussed.

July 18, 2018 in the Ministry of Justice of the Republic of Tatarstan under the leadership of Deputy Minister of Justice of the Republic of Tatarstan M.Ibyatov meeting was held on the results of using in the I quarter of this year an analytical automated information system "Analyst of regional legislation" of the “Kodeks” consortium.

The meeting was attended by A.Galimov, First Deputy Minister of Justice of the Republic of Tatarstan, A.Valiakhmetov, Head of the Department for Supervision of Legitimacy of Normative Legal Acts of the Republic of Tatarstan Prosecutor's, representatives of the executive bodies of the state authorities of the Republic, as well as in videoconference - employees of local self-government bodies of municipalities responsible for the norm-setting activities of municipalities.

With a review of the results of the work with the information system of its users was made R.Garipov and E.Slipneva - heads of the ministry departments, who are responsible for solving the issues of ensuring the implementation and functioning of the software product in the system of state authorities and local self-government bodies of the republic .

During the meeting, the chairperson drew attention to the need to use the full load of the workstations provided by “Kodeks” and the importance of automating the stages of the norm-setting process with the dynamically growing volume of the normative base of acts of the federal and regional levels regularly amended.

At the end of the meeting, users of the information system, who showed a passive attitude to the opportunities to improve the quality of the acts developed by them, were encouraged to send the issued acts and their projects to legal analysis more actively, and to use the results of monitoring performed by the system in an automated mode, in order to eliminate in the legal acts detected inconsistencies legislation.

On July 13, 2018, a meeting was held at the site of the Ministry of Justice of the Republic of Tatarstan under the chairmanship of the First Deputy Minister Aynur Galimov on additional measures and corresponding indicators in the «Roadmap» for the prevention corruption manifestations in key areas of the economy of the Republic of Tatarstan for the period 2018-2020.

The meeting was attended by representatives of the Investigative Committee of the Russian Federation for the Republic of Tatarstan, the Office of the Procurator of the Republic of Tatarstan, the Office of the President of the Republic of Tatarstan on anti-corruption policy, executive bodies of the Republic of Tatarstan. During the meeting, the activities, indicators and timelines for the implementation of the «Roadmap» were discussed.

On July 13, 2018, in the Ministry of Justice of the Republic of Tatarstan a meeting of the Expert Council of the Interagency Coordinating Committee for Legal Affairs was held. The meeting was chaired by Aynur Galimov, First Deputy Minister of Justice of the Republic of Tatarstan.

The following draft laws of the Republic of Tatarstan were approved at the meeting of the Expert Council:

«On the invalidation of paragraph 8 of Article 5 of the Law of the Republic of Tatarstan «On museums and museum business in the Republic of Tatarstan»;

«On Amending the Law of the Republic of Tatarstan «On Culture»;

«On Amendments to the Law of the Republic of Tatarstan" On the Implementation of the Rights of Citizens to Provide them with Residential Premises of the State Housing Fund of the Republic of Tatarstan and the Municipal Housing Fund under Social Contracts»;

«On Amendments to Article 5 of the Law of the Republic of Tatarstan «On Compulsory State Insurance of State Civil Servants of the Republic of Tatarstan».

On July 5, 2018, Minister of Justice of the Republic of Tatarstan R.I. Zagidullin took part in the meeting of the round table on topical issues of the activity of local self-government bodies chaired the chairmanship of the First Deputy Prime Minister of the Republic of Tatarstan R.K. Nigmatullin, held in the Association of the Council of Municipalities of the Republic of Tatarstan.

The event was also attended by Deputy Head of the Office of the President of the Republic of Tatarstan - Head of the Territorial Administration I.M. Garipov, Chairman of the Association «Council of Municipalities of the Republic of Tatarstan» E.S. Gubaidullin, Chairman of the State Council of the Republic of Tatarstan Committee on State Construction and Local Self-Government A.G. Habibullin, heads of executive committees of all municipal districts, city districts of the Republic of Tatarstan, representatives of ministries and departments.

During the meeting, the Minister delivered a report «On Amendments to the Law of the Republic of Tatarstan «On Urban Development in the Republic of Tatarstan».

The round table also examined issues of licensing the use of subsoil for the purpose of extracting ground waters and the organization of zones for the sanitary protection of water sources in the municipal districts of the Republic of Tatarstan and on maintaining and putting in order the hydraulic engineering structures owned by the municipalities of the republic, costs for issuing a security declaration for the Hydraulic structure.

On July 4, 2018, in the Public Chamber of the Republic of Tatarstan a round table was held dedicated to the adoption of additional measures for vaccine prevention and tuberculosis diagnosis of children in the Republic of Tatarstan, with the participation of the Ombudsman for the Rights of the Child in the Republic of Tatarstan, G.L. Udachina, the Republican Commission for Minors and Protection of Their Rights, representatives of the Ministry of Health of the Republic of Tatarstan, the Ministry of Education and Science of the Republic of Tatarstan, religious communities.

The meeting discussed topical issues of HIV infection, prevention and early detection of tuberculosis in children, as well as problems of population denial from preventive vaccinations.

In the discussion of issues of legal regulation and improvement of legislation, the resolution of the round table was attended by Deputy Minister M.M. Ibyatov.

On June 28, 2018, employees of the Ministry of Justice of the Republic of Tatarstan made an exit to the Menzelinsky municipal district.

As part of the departure, the Leading Counsellor of the Department of legal consulting and methodological support of local governments Aleksandr Khanenya provided legal assistance on the issues of introducing changes and amendments to the charters of the municipal formations of the district, protecting the interests of local self-government bodies in the courts. Responsible officials discussed the problems encountered in the course of practical activities, provided advisory assistance, made recommendations in order to increase the effectiveness of their work.

Leading consultant of the Department of legal work in local government and management of the municipal register Yuliya Zlatina examined the performance of local authorities of the Menzelinsky Municipal District by the state powers of the Republic of Tatarstan to collect information from the settlements that are part of the municipal district necessary to maintain the register of municipal regulatory legal acts of the Republic of Tatarstan. In order to verify the organization of interaction between the local self-government bodies of the region and local self-government bodies of settlements in the exercise of these state powers, the Menzelinsky Municipal District was sent to Yurtovo settlement. During the audit, the responsible persons were provided with the necessary legal and advisory assistance.
