Seminar/meeting for the staff of legal services of the local self-government bodies
On February 27th, 2019, a seminar/meeting on the topic «Review of legislative changes on Local Self-Government. Practice in the implementation of the AIS «The Code» and the brought the municipal normative legal acts into conformity with the legislation» was held under the leadership of Deputy Minister of Justice of the Republic of Tatarstan Ibyatov M.M. by videoconferencing.
Head of the Department for Supervision of Legitimacy of Normative Legal Acts of the Prosecutor of the Republic of Tatarstan Valiakhmetov A.R., Head of Legal Consulting and Methodological Support of Local Authorities of the Ministry of Justice of the Republic of Tatarstan Division Pashkova M.A., Acting Head of the Normative Legal Work in the Field of Local Self-Government and the Maintenance of the Municipal Register Division Salakhova R.M. had the reports on this seminar.
The seminar covered the issues of:
- the legislative changes on Local Self-Government;
- the practice in the application of automated information system «Analyst of regional legislation».
The meeting was attended by representatives of the Association «The Council of municipal formations of the Republic of Tatarstan», the AIS «The Code», the Legal Services of local self-government bodies.
The «Analyst of regional legislation» project Manager Starobinetz A.J. made a presentation on a new version of automated information system «Analyst of regional legislation», as well as provided clarification of the frequently asked users questions.
Ibyatov M.M. drew attention to the need to use of work stations donated by the company «The Code» at full capacity, and to importance of the automation of legislative process stages with the dynamically growing regulatory framework of legislations at federal and regional level, routinely amendments of it.
In conclusion, there was made a proposal for the users of information system who demonstrated passive attitude to the opportunities provided of improving the acts’ quality developed by them to make the acts and their projects that have been issued directed towards legal analysis, as well as to use the results of monitoring carried out automatically by the system to eliminate identified legislative inconsistencies in legal acts.
